Job Description:

This position is located within the Maintenance and Repair Section of Facility Management at the Donald J. Mitchell VA Outpatient Clinic in Rome, NY. The Laborer performs a variety of general infection control, aseptic, environmental sanitation, and protective maintenance procedures and techniques.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Dexterity and Safety Interpret Instructions, Specifications (other than blueprint reading) Use and Maintain Tools and Equipment Without more than normal supervision Work Practices Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
The major duties include but are not limited to: Maintains lawns, trees, shrubbery, and flowers; Cleans sidewalks, roads, and parking lots; Uses fertilizers and other chemicals to maintain good growth of lawns; Performs a full range of light and heavy cleaning duties; Uses disinfectants, detergents, floor finishes, and related chemicals used in housekeeping support; Uses power carpet shampooer, scrubbers, wet vacuums, burnishers, and hand vacuums to perform day-to-day housekeeping duties; Trims bushes, rakes leaves, sweeps, and picks up trash on sidewalks; Removes snow and ice from sidewalks, roads, and parking lots; Operates light power equipment and hand-held power tools; Complies with fire and safety regulations; Moves furniture and equipment throughout the clinic; Loads and unloads trucks; Works from low height ladders and/or scaffolds, lifting and/or moving furniture items, frequent lifting and emptying of mop units; and, Performs other duties as assigned. Work Schedule: Monday through Friday, 6:00am to 2:30pm with rotating 2:30pm to 1100pm. The person in the position may expect to work other than normal administrative hours, particularly during the winter seasons in the task of snow plowing and salting of area sidewalks. Overtime may be required. Position Description Title/PD#: Laborer/PD00152A Physical Requirements: The work requires moderate to heavy physical effort such as using heavy-powered cleaning equipment, shoveling snow, working from low height ladders and/or scaffolds, lifting and moving furniture, emptying mop units which weigh up to 50 pounds, and prolonged use of mop heads which weigh 20-30 pounds. The work involves continuous walking, standing, stooping, bending, pushing, pulling, and kneeling. Must exert moderate to heavy physical effort and be able to sustain long hours of lifting up to 80 pounds. Working conditions are outdoors for extended periods of time during the winter for snow and ice removal. On occasion, required to work in crawl spaces and extreme heat. At times, required to work in both extremes of heat and cold in the same day. Outer protective clothing is supplied for rain and snow removal when required.
