This position is located with Bonneville Power Administration (BPA), in the Realty (TERR) organization of Real Property Services (TER), Transmission Engineering & Technical Services (TE), Transmission Services (T). A successful candidate in the Supervisory Realty Specialist position will serve as a senior realty specialist and technical authority responsible for property acquisition, management, and disposal work within the BPA realty program.
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized Experience is defined as: Experience applying real estate principles, concepts, and practices 1) Provide expert guidance on the long-term planning and execution of real estate transactions complicated by mineral rights, conflicting governmental regulations, or properties located in environmentally sensitive areas; and 2) Review and analyze real estate documents, including appraisals, land titles, and property surveys, to effectively negotiate the acquisition or disposal of land in complex transactions, such as those involving mineral rights, competing stakeholder interests, or environmental considerations. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. As a Supervisory Realty Specialist, you will: Exercise delegated supervisory authorities and responsibilities, directing, coordinating, and overseeing the work and providing similar oversight of contractors, when appropriate. Assure reasonable equity of performance standards and rating techniques among subordinates. Approve expenses comparable to within-grade increases, extensive overtime, and employee travel. As the principal steward for the organization, create and maintain a cost-consciousness, market-driven, and results-oriented atmosphere. Serve as a senior realty specialist and technical authority responsible for property acquisition, management, and disposal work involving the most complex issues within the BPA realty program. Carry out major property acquisition projects, such as those requiring the cooperation of the Federal, State, or local governments and/or private entities. Dispose of large properties which involve such unique marketing features as valuable mineral rights, or multi-purpose uses of the land involved.
