Job Description:

This position serves as the Chief of the Division of Compliance Assistance. The official title is Supervisory Compliance Specialist. This position is responsible for directing and overseeing all activities and work associated with the Division, such as compliance assistance concerning the LMRDA and related laws and maintaining the content and functionality of the OLMS website. This position is outside the bargaining unit.
You must meet the Specialized Experience to qualify for Chief, Division of Compliance Assistance, as described below. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For the GS-15 level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. Qualifying specialized experience includes all of the following: Developed guidelines and initiatives for compliance assistance programs to assist labor organization officials and others in complying with the LMRDA and related laws; Conducted compliance and reporting audits, identified and resolved issues; Ensured agency actions comply with regulatory and statutory requirements and precedents; Advised leadership and staff on implementation of compliance assistance programs and/or major projects to initiate, revise and discontinue.
Conceives, develops, implements, promotes, and applies sound and effective compliance assistance strategies and practices for OLMS specifically related to reporting and disclosure of legislative required reports, related accounting/auditing administrative practices, and other requirements under LMRDA and related statues. Oversees OLMS' compliance assistance programs to secure reporting compliance of annual financial reports, as well as other reports, by labor organizations and others. Develops and implements methods and procedures designed to review, evaluate, and assess progress and efficacy of reporting procedures, compliance audits, and accounting services. Develops the initial division-level plans and portions of other OLMS plans, to comply with new or revised legislation, to implement OLMS interpretations and regulations, and to incorporate new accounting methodology or requirements within OLMS programs and services. Oversees, maintains, and updates the content and functionality of the OLMS website and Intranet, including the submission, receipt, and disclosure of reports submitted to OLMS pursuant to the LMRDA, as well as collective bargaining agreements (CBAs) voluntarily submitted. Serves as the principal advisor on all matters relating to the Division of Compliance Assistance. Develops short- and long-term planning for the Division of Compliance Assistance (DCA), participating in overall OLMS planning and program development efforts where financial reporting, other labor-management reporting and accounting/auditing, and other LMRDA expertise is essential. Provides technical and administrative supervision to the employees of the Division. Establishes and maintains contacts with designated international labor organizations and others to develop cooperative relationships that promote voluntary compliance with the LMRDA and related statutes nationwide.
