This vacancy is for a GS-0501-14, Lead Financial Analyst located in the U.S. Coast Guard, Deputy Commandant for Operations, International Affairs Directorate, Office of Security Cooperation in Washington, District of Columbia.
To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Management of groups or teams of personnel Performing complex analytical studies of financial issues; Implementing financial policies and procedures; Providing guidance on budgetary strategies, preparation and tracking; Monitoring current financial requirements of assigned programs; and Managing accounts to ensure funds are available to meet program requirements. You will serve as a Lead Financial Analyst and be responsible for managing the financial aspects of security assistance efforts under the cognizance of the U.S. Coast Guard (USCG). This position also serves as Team Lead for the Passport and Visa personnel and for the Commandant's Travel Scheduler, and coordinates and manages tasking between them and the Director and Deputy Director of CG-DCO-I. You will serve as the USCG's financial management advisor on international training and technical assistance efforts as well as be responsible for advising, coordinating, and overseeing such matters within the USCG as well as coordination of these efforts with other U.S. Government agencies, and foreign partners. You and your finance team will financially manage International Affairs (CG-DCO-I) programs, including financial analysis; development and maintenance of financial systems; budget preparation and execution; and advising, coordinating, and overseeing such matters internally and externally with USCG commands, other agencies, and foreign governments for more than 30 operating expense and reimbursable accounts. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Overseeing team of uniformed, civilian and contractor personnel who manage reimbursable funding and execution for a number of diverse training and technical assistance agreements in support of foreign partners and the inter-agency. This includes articulating and communicating team assignments, overseeing the team's execution of program execution and accounts in compliance with applicable laws and policies, and identifying, distributing and balancing workload and tasks among employees to help meet program goals and objectives. Performing the full range of program financial management functions including building budgets for the CG-DCO-I office and the Security Assistance Program and Budget Review as well as for reimbursable international training and technical assistance programs and projects. This includes participating in the costing activities for, and development of, foreign military sales cases and interagency agreements for USCG international training and technical assistance. The incumbent will also be responsible for monitoring the execution of these activities and maintaining auditable records. Developing and implementing the financial policies and procedures for the training of international students involving USCG resident and exportable/mobile training resources to include the development and maintenance of reasonable and appropriate pricing rates for such services in conformance with applicable laws and regulations. Providing leadership and expert advice to the Department of Defense, Department of State, and other U.S. Government agencies in defining USCG international training and technical assistance financial management issues, conducting analysis of alternatives, formulating policy and solutions (from the Defense Security Cooperation Agency, U.S. Navy, and Department of State), and making recommendations to help achieve national security and foreign policy objectives. Providing staff support and financial analysis for International Affairs (DCO-I); other USCG offices and units involved in international programs.
