Job Description:

The scope of this position encompasses the management of Informatics programs in the VA North Texas Healthcare System and consists of practice of an executive nature, comprised of complex managerial and administrative components, associated with critical health care issues and activities that influence healthcare operations, policy, and governance at both the local and national level.

Podiatrist Basic Requirements United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Degree as a doctor of podiatric medicine, or its equivalent, from a school of podiatric medicine approved by the Secretary of Veterans Affairs. Approved schools are United States schools of podiatric medicine approved by the Council on Podiatry Education of the American Podiatry Association in the year in which the degree was granted. ~AND~ Residency Training: Completed, or currently completing, residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. VA Podiatrists involved in academic training programs may be required to be board certified for faculty status. Approved residencies are: (1) Those approved by the accrediting bodies for graduate medical education, the Council on Podiatric Medical Education, in the list published for the year the residency was completed, or (2) Other residencies and training experiences, or their equivalents, which the local Professional Standards Board determines to have provided an applicant with appropriate professional training. ~AND~ Licensure or Registration: Currently hold, or will hold, a full and unrestricted license to practice Podiatry in a State, Territory, or Commonwealth of the United States or in the District of Columbia. English Language Proficiency: Proficiency in spoken and written English. Additional Requirement: Board Certification: Board Certified or eligible in Health Informatics Preferred Experience: -Leadership experience at Service Chief level or above. Grade Determinations: Service Chief, Section Chief or Line Manager: A service chief or line manager podiatrist must demonstrate the following:1. Outstanding professional ability in the practice of medicine or a medical specialty; and2. Ability to guide the development and implementation of programs, within their respective domain. These programs would include, but are not limited to, medical practice, professional standards, personnel issues, and quality and performance improvement. Physical Requirements: The position requires light lifting (under 15 pounds), use of fingers, walking (1 hour), standing (1 hour), ability to distinguish basic colors, and hearing (aid permitted).
You will provide briefings to the executive leadership and other key stakeholders on emerging national health informatics program mandates, initiate communication and action plan(s) to implement and monitor program compliance. Review clinical data to identify emerging trends and develop recommendations for overcoming any noted challenges. Participate in the overall facility strategic planning process to assure that awareness of clinical management issues and implications are considered in the formulation of management decisions. Knowledge of government-wide and agency personnel management requirements, and policies. Knowledge of policies and programs concerned with equal employment opportunity, merit promotion, labor-management relations, rewards and recognition and position management. Knowledge and direct experience with inspection/auditing (i.e., Office of the Inspector General or SOARS), and accreditation activities to ensure compliance with external mandates and other regulatory bodies. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and clinical programs. Knowledge of regulations, directives, and policies that govern Credentialing and Privileging, Systems Redesign, Quality Management, Clinical/Peer Review, Electronic Wait List and other Scheduling activities, Clinic Wait Times, Appeals and Reconsiderations, Executive Committee Structure, ECF Performance Plan, Electronic Health Record Modernization, and other related clinical programs/ policies/directives and mandates. Promote the development, implementation, and sustainability of a network-wide standardized approach to the delivery of quality of care to Veterans and their families, specifically related to Health Informatic operations. Report and update to facility leadership, pertinent committees and executive leadership trends and changes related to Health Informatics policies, procedures, and objectives to determine impact of program implementation and development. Focus on customer service issues as well as other activities that influence the organization's mission, healthcare, and policy. Identify and analyze situations that cross multiple sites and programs and the full continuum of care (inpatient, outpatient, extended care etc.) to improve coordination of care, reduce admissions for ambulatory sensitive conditions, decrease length of stay and assist in enabling Veterans to remain in the least restrictive environment as possible. Act as liaison between the VANTHCS and VA's Office of Information and Technology (OI&T), and as such, identifies and articulates the needs of the VANTHCS and monitors how well those needs are being met. Develop and implement informatics-related policies and procedures, including nationally approved Health Information System configurations as well as local implementation and configuration of nationally developed software. Direct and oversee the need for systems redesign to improve patient care and flow in various clinical settings for all VISN facilities. Evaluate workload and flow and develop strategies to facilitate quality care and efficiency. Direct and oversee facility telehealth programs providing direct care, supporting clinical services and identifying telehealth expansion opportunities. Direct and oversee MyHealtheVet and other patient portal programs supporting clinical services servicing Veterans through patient portal solutions as well as expanding digital health outreaches to Veterans.
