Job Description:
The primary purpose of the position is to provide leadership, strategic direction, and oversight of the compliance activities for the medical facility and to ensure a standardized and effective approach to compliance using the compliance framework, Compliance and Integrity standards, processes, and resources set forth under the Compliance Program national guidelines and associated documents within the VHA health care system. This position is located in the Office of the Director of Health Care.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To be found qualified for this position, you must meet the individual occupational requirement: Individual Occupational Requirement: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. or Specialized Experience: (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to the individual occupational requirement, you must meet the specialized experience for the position as well: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Develop detailed plans, tracking processes, and costs for the life cycle of programs/projects; 2) Implement problem-solving methods, principles, theories to improve health care operations; 3) Draft guidance and direction regarding program management and reporting; and 4) Facilitate/participate in meetings with staff & representative operational units to determine compliance program status, milestones, and provide appropriate action required to maintain or improve programs. You will be rated on the following Competencies for this position: Compliance Internal Controls Internal Controls/Integrity Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required when visiting different sections of the health care system for meetings or fact-finding. This 1 position may select either Topeka, KS or Leavenworth, KS as their duty location. Major Duties: Facility Compliance Program Administration Develop, recommend and implement Compliance and Integrity program goals for operational units within the local health care system. Develop detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects. Provide local health care system and Veterans Integrated Services Network (VISN) senior executives and executive committees regular reporting on implementation and effectiveness of the local health care system's Compliance and Integrity program. Internal Controls & Oversight Exercise oversight of implementation of the Compliance and Integrity program within the local health care system to ensure it is effective. Implement national Compliance and Integrity controls, solutions, and programs at the local health care system. Make recommendations for actions when adjustments or a different course of action is necessary. Planning & Internal Controls Establish and maintain the "tone at the top" within the local health care system for Compliance and Integrity. On a periodic basis, perform local health care system-wide reviews of internal controls over prioritized risk areas and determine adequacy in preventing compliance failures. Participate in meetings with internal staff and representative operational units within the local health care system to determine compliance program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs. Manage short- and long-range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs. Performs other related duties as assigned.
