Specialized Experience Statement: For this position, specialized experience is defined as possessing at least one year of experience, equivalent in responsibility to the GS-12 level in the federal service, ensuring compliance with policies and regulatory guidance on federal labor and employee relations functions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume serves as the basis for qualification determinations and must highlight your most relevant and significant work experience and education (if applicable) as it relates to this job opportunity. This position is located in the Human Resources Department of the National Gallery of Art. This Human Resources Specialist (ER & LR) delivers human resources (HR) services, primarily in the areas of employee relations (ER) and labor relations (LR). In this position you will: Provides advice to management on proper application of labor laws. Processes negotiated grievances, ULP complaints and other labor relations activities consistent with the collective bargaining agreement and statutory requirements. Maintains regular, productive and professional contacts with union officials to discuss matters of mutual interest and to resolve problems on an informal basis. Research issues raised by the union for discussion and resolution. Prepares documentation and serves as a technical advisor and representative on Federal Labor Relations Authority (FLRA) matters, such as ULP charges and grievances. Provides advice to management on ER matters, many of which are serious, sensitive or controversial in nature. Provides advice and technical assistance in drafting and finalizing actions including but not limited to non adverse actions, adverse actions, performance-based actions, responses to grievances and medical letters. Offers management advisory services to correct challenging work situations, prevent or mitigate risks and improve morale.
