Job Description:

This position is under the Behavioral Health care line within the Intensive Treatment Division. The incumbent is directly responsible for the administration and supervision of the Psychosocial Rehabilitation & Recovery Center (PRRC). Incumbent is involved in all operations of the PRRC and requires knowledge of psychosocial rehabilitation and recovery interventions. Incumbent will coordinate treatment and training programs and meet with assigned staff to plan and implement program development.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified. At the time of appointment, the supervisor, chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker, GS-12 Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Physical Requirements: Day-to-day work involves sitting, walking, standing and carrying light objects no more than 15 pounds, such as books, reports and binders. The work requires the use of a keyboard to access a computer and use software. The work typically occurs in a clinic/office environment with adequate lighting and heat. Occasionally the work requires outreach in the community to attend events and to provide services. Driving a government vehicle may be required to transport veterans as needed.

The incumbent communicates regulations and guidelines governing the program to staff and other relevant stakeholders. The Supervisor develops and maintains standard operating procedures to implement policies, national guidelines and accrediting body requirements and completes periodic reviews and revisions as necessary. The incumbent coordinates all administrative, Veteran treatment review meetings and quality improvement activities. The incumbent motivates co-workers and employees for whom there are supervisory responsibilities and directs work with regard to performance improvement initiatives. Observes workers' performance and provides continuous feedback to employees. Directly supervises a group of multidisciplinary employees performing work at various GS levels, including but not limited to, nurses and social workers. The incumbent will aid in the professional development of staff in the assigned programs, identifying training needs and making provision for continuing education, training, and development. For supervision of social work staff, the incumbent assures compliance with VA guidelines and policies for social work practice, State licensing requirements, National Association of Social Workers' ethical standards, and other professional or practice requirements. For nursing staff supervision, the incumbent assures compliance with VA guidelines and policies for nursing practice, State registration requirements, and standards published by the American Nursing Association. The incumbent writes policies and operating procedures for all assigned program operations. The Supervisor attends to and resolves Veteran and/or family concerns and complaints about the programs. Assures compliance with VA, CARF, applicable state or Joint Commission regulations, and Life Safety Code standards, and assures annual re-inspection for continued compliance. Work Schedule: Monday through Friday, 8:00am-4:30am Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year).
