Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations - New Orleans Field Office, New Orleans, LA. Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above.
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting with developing and recommending improvements in budget services, including incorporating operational trends, legislative changes, policy guidance, and new financial system capabilities. Assisting senior leadership with budget issues to include aspects of planning, analyzing, formulating, justifying, presenting, executing, and reviewing of the Field Office budget. Providing training and guidance to peers, colleagues, employees and supervisors; assisting with developing and recommending solutions to a range of operational and technical issues and assisting with implementing new policies and procedures. Participating with analysis of historical data, current spending, future estimates and trends. Providing advice involving budget issues to senior leadership; leading all aspects of planning, analyzing, formulating, justifying, presenting, executing, and reviewing of the Field Office budget. Performing ongoing mentoring, training and guidance to peers, colleagues, employees and supervisors; developing and recommending solutions to a range of operational and technical issues to evaluate and improve services and processes; implementing new policies and procedures. Analyzing historical data, current spending, future estimates and trends; Conducting budget analyses and providing guidance to senior leadership. The primary purpose of the position is to serve as the Field Office's expert on all phases of the budgeting process, providing its senior leadership with analyses, short and long-term forecasts, and recommendations for ensuring the Field Office adheres to laws, regulations, policies, and various requirements for budget development and execution. This position starts at a salary of $88,621.00 (GS-12, Step 1) to $137,000.00 (GS-13, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. Developing, integrating, and executing the operating budget for the Field Office; overseeing expenditures to ensure allocations and future monetary commitments are monitored and paid accordingly. Conducting budget analyses and providing guidance to senior leadership; submitting budget recommendations and reviews of unfunded requests; collaborating with managers to develop final consolidated budget estimates and forecasts for future budget needs and preparing justification for reprogramming of funds. Compiling and analyzing supporting and justifying materials for budget requests to OFO Budget Headquarters, as well as program accomplishments from the previous budget year. Making recommendations in the development and implementation budget; recommending realignment of resources to OFO Budget Headquarters as requested by senior management with the budget flexibilities established by the Chief Financial Officer and the policy direction of the Commissioner and the appropriate Executive Assistant Commissioner. Researching budget execution plans, reports of fund usage, planned and actual local expenditures, and working with the national office to resolve reporting and other problems; assuring proper fiscal accountability for all Field Office and Port of Entry commitments, obligations, and expenditures.
