The purpose of this position is to conduct quality assurance inspection and contract surveillance duties of specified commissary stocking, order-writing, custodial, receiving, holding and/or other contracted services performed in a commissary.
You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Experience: One (1) year of demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices (specialized experience) equivalent to at least the GS-4 grade level. Experience can be under other Federal service pay systems, private sector, or military. Examples of qualifying experience include: Conducting quality assurance inspections and contract surveillance duties of specified commissary or retail grocery contracted services. Applying retail grocery store administration policies and procedures as they relate to established contracts. Monitoring vendors and/or contractors in a retail setting to ensure proper inventory. OR Education: Four (4) full years of successfully completed education above high school at an accredited business, secretarial, technical school, junior college, college, or university.ORCombination of experience and education. To calculate the combination, divide your total months of experience by 12, then divide your graduate level semester hours by the number of credit hours that the school attended has determined to represent 1 year of full-time study or 18 and add the two percentages. Conducts quality assurance inspections and contractor surveillance. Provides comments and recommendations for additions, deletions, or changes to contractor services to ensure compliance with DeCA directives. Approves or rejects contractor's work schedule and checks work for quality and timeliness. Maintains the store's space allocations program by such duties as designating to the contractor proper item shelf locations when shelf tags are missing or otherwise not identifiable. Advises commissary or contracted order writers. Acts as the commissary manager's representative during the night time hours to ensure government property is secure. This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition.
