This position serves as a Property Manager in the Material Management Division of the Supply Chain Management Service in the VA Health Care System responsible for the inventory and lifecycle management of all Expendable equipment in the assigned area(s).
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Qualifying specialized experience is defined as: managing a variety of expendable items and durable medical equipment; forecasting short and long range inventory needs; analyzing inventory management reports and the effectiveness of various options proposed to provide supply support; utilizing automated inventory management systems to maintain current inventory data; researching and analyzing information to resolve questions and issues, and implementing federal and agency programs for the return and reutilization of medical supplies. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ Substitution of Education for GS-7: Have successfully completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. This position serves as an Inventory Manager in the Commodity Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and management of all expendable supplies and durable medical equipment in the assigned area(s). Major duties and responsibilities include: Inventory Management and Control: responsible for the management and control of an assigned class of expendable material; serves as the point of contact for the coordination of material support and resolution of logistic problems; conducts forecasting and quantitative analysis; conducts spot checks; and complies with special requirements for firearms, ammunition and sensitive equipment; Returns, Recalls, and Reutilization: implements federal and agency programs for the return and reutilization of medical supplies; coordinates disposal of surplus or excess supplies; makes emergent procurement decisions; and participates in root cause analysis process; Performs other related duties as assigned. NOTE: This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-9. At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence. Work Schedule: 0700 -1530 Telework: Not Available Virtual: Not Available Position Description: Inventory Management Specialist/99823-S Relocation/Recruitment Incentives: Not Authorized Physical Requirements and Work Environment: Involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the EIL. A great amount of time walking and climbing stairs is required to conduct on-site inventories of EIL equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers. Work is performed generally in an office setting with access to a personal computer and computerized and manual equipment records. Frequent trips to areas throughout the VA HCS and catchment areas, including Veterans' rooms to conduct equipment inventories and assist with problems are required. Work is also routinely performed in warehouse areas where pertinent safety and security procedures must be followed. May be directed to travel to all VA HCS and catchment area locations to perform equipment management duties, transferring of equipment and disposal/recycling of equipment.
