Job Description:

The Motor Vehicle Operator is located at the VA Butler Healthcare Systems and supports the Veterans Transportation Program, reporting directly to the Motor Vehicle Operator Supervisor. The Medical Center facilities consist of multiple buildings., as well as five Community Based Out Patient Clinics (CBOCs). Lawn Care and grounds maintenance is required for approximately 88 acres.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/24/2025. Selective Placement Factor: Class B CDL with P endorsement required. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Physical Requirements: The incumbent exerts Moderate physical effort is used in reaching, bending, turning, or moving hands, arms, feet and legs to simultaneously operate hand and foot controls, and in normal driving because of the vehicle or equipment involved. Physical effort is required in the frequent handling of patients including those in wheelchairs or on stretchers May occasionally handle objects weighing up to 75 pounds. Physical effort may be required to change tires and make limited emergency repairs while on assigned trips. Working Conditions: At this level the incumbent works mostly outside and operates vehicles in all kinds of weather (sunshine, rain, sleet, snow, etc.) in a controlled traffic environment throughout a government installation or establishment and on public roadways. Incumbent may be exposed to congested traffic conditions, unsafe roads conditions due to ice, snow and rain, fumes and dust. Also, may be in contact with diseases from patients. Incumbent will operate vehicles in all types of traffic and weather on public roads and is exposed to the danger of serious accidents. Incumbent will drive in heavy traffic and at highway speeds over complicated road and interchange systems. Incumbent may be exposed to dirt and fumes, and to the possibility of cuts, bruises, and broken bones as a result of accidents while driving. Required to use protective personal equipment when transporting patients with communicable diseases. Subject to bodily injury when patients require physical adjustment and are non-compliant with verbal directions from MVO.
Work Schedule: Monday - Friday 7:00 am - 3:30 pm Position Description Title/PD#: Motor Vehicle Operator/PD01528A Major Duties Include but not limited to: The incumbent operates gasoline or diesel powered vehicles which typically have an approximate gross vehicle weight up to 26,000 pounds. Types of vehicles operated to include, but not limited to include dump trucks up to 10 tons, pick up trucks, box trucks, passenger vans, cargo vans, shuttle busses, sedans/ station wagons, busses/ motor coaches with a capacity of 52 passengers and a gross vehicle weight of 54,000 pounds. Included are special purpose vehicles equipped with a power takeoff and levers, buttons, pedals, etc., to control auxiliary equipment. The incumbent picks up patients at the Butler VA Healthcare campus and transports and delivers to their destinations on campus. Also may transport patients' personal belongings, oxygen tank, wheelchair, and medications. The Incumbent operates gasoline or diesel powered vehicles up to 54,000 pounds with air breaks. Types of vehicles operated to include, but not limited to passenger vans, cargo vans, dump trucks up to 10 tons, box trucks, pick up trucks, shuttle busses, 31 passenger bus, 52 passenger motor coach with a gross vehicle weight of 54,000 pounds transporting materials, equipment, or patients on trips and other events coordinated by Volunteer Services or other services/ events as required by the medical center. The incumbent transports lab specimens to Pittsburgh VAMC from Butler VA Healthcare Systems and CBOC's. Vehicle Fleet:- Bus - 36 passenger, G.V.W. 32,000 lbs., equipped with air brakes - Bus - 30 passenger, 28 seats with two wheelchair positions. G.V.W. 31,000 lbs. - Bus - 26 passenger, 24 sets with two wheelchair positions, G.V.W. 25,000 lbs. - Bus - 12 passenger, 7 seats with five wheelchair positions, G.V.W. 11,000 lbs. - John Deere 955 tractor with numerous accessories - John Deere Gators - Pickup Trucks - Large passenger vans - Minivans - Sedans The incumbent works as an integral part of the facility snow removal team during winter months operating snow removal equipment to include but not limited to snow plows and salt trucks, 10 ton dump trucks, and tractors. She/He must conduct operations around various pavement conditions and in close proximity to fire hydrants, signs, vehicles and rails. The incumbent performs operator maintenance on all vehicles operated (e.g., monitoring fluid levels, replacing air filters and interior lights, checking tire pressure and hose connections, safety belts and washing the vehicle). The Incumbent shall operate grounds maintenance equipment such as but not limited to tractors, street sweepers, self propelled mowers when needed by the facility. Other duties as assigned.
