Job Description:
As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. This position serves as a Supervisory Aviation Safety Inspector and will manage a Flight Standards organization.
Aviation Safety Inspector positions have job related medical requirements. When applicable, applicants must meet job related medical requirements which will be assessed and validated during the pre-employment process. Medical Requirements: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, with or without a reasonable accommodation. The minimum medical requirements include the following requirements: 1. Have good distant vision in each eye and be able to read, without strain, printed materials the size of typewritten 1characters (glasses and contact lenses permitted); 2. Have the ability to hear the conversational voice (hearing aid permitted); and 3. Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft. In addition, applicants for positions that require participation in the operation of the aircraft must: 1. Possess a valid second – class medical certificate in accordance with FAA regulations; and 2. Pass recurrent medical examinations as prescribed by the FAA. Applicants tentatively selected will be required to: 1. Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements, with or without a reasonable accommodation; or 2. Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position with or without a reasonable accommodation. When the predominant work involves air carrier maintenance, applicants for Aviation Safety Inspector (Airworthiness) positions must meet all of the following requirements. 1. Experience involving the maintenance and repair of airframes, power plants, and systems of multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight maintained under an airworthiness maintenance and inspection program. 2. Aircraft maintenance experience in a repair station; air carrier or airline repair facility; military repair facility; or local, state, or Federal governmental agency. 3. Experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for certifying airworthiness. 4. Aircraft maintenance work experience within the last 3 years. 5. FAA Mechanic Certificate with airframe and power plant ratings. When the predominant work involves general aviation maintenance, applicants for Aviation Safety Inspector (Airworthiness) positions must meet all of the following requirements. 1. Experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for certifying airworthiness. 2. Maintenance experience with aircraft 12,500 pounds or less maximum certificated takeoff weight. 3. Aircraft maintenance experience in a repair station; air carrier or airline repair facility; military repair facility; or local, state or Federal governmental agency. 4. Aircraft maintenance work experience within the last 3 years. 5. FAA Mechanic Certificate with airframe and power plant ratings. To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J/FG-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but is not limited to experience monitoring and evaluating programs for compliance with regulations and standards in Air Carrier Maintenance. Conveying technical information to a variety of audiences during meetings, presentations, briefings or in written reports. Thorough knowledge of policies, procedures, and organizational objectives. Supervisory and strategic leadership experience. Specialized experience is defined as: Experience monitoring and evaluating programs for compliance with regulations and standards related to aviation safety. Experience with the federal laws, regulations, and policies affecting aviation safety and the work directed. Experience applying the highest level of safety compliance with regulatory standards which includes the identification of hazards and management of risk. The position reports to the applicable manager and will execute the Agency's aviation safety mission, communicate and build change coalitions, seek out opportunities and involve their teams in supporting change across the organization, and employ best practices for sponsoring change and manage resistance. The manager is responsible for aviation safety activities in a complex and dynamic air carrier environment that includes experience in the following specialties Air Carrier Maintenance. Applies an advanced knowledge of the technical aspects of the work directed and ensures the promotion of the highest level of safety compliance with regulatory standards while utilizing transparency of data exchange that includes the identification of hazards and management of risk. Manages and sets clear performance standards that promote accountability, a sense of individual responsibility, professionalism, and pride for organizational performance to next level managers (e.g. assistant managers, front line managers, supervisory principal inspector, as applicable). Ensures effective managerial work and work quality across all units and cross-organizational relationships while maintaining unit and individual wellbeing. Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training, and scheduling of work. Also, responsible for time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and the setting of the front-line office goals and objectives. Supports effective problem solving by ensuring subordinates are accountable to address challenges and barriers and are clear about roles and responsibilities for decision-making. Confirms active collaboration occurs beyond the office/branch and that solutions fully consider and represent all relevant perspectives/interests. Delegates work and empowers subordinates to decentralize decision-making. Confirms subordinates take on expected work and produce intended results with minimal intervention. Ensure subordinates communicate progress and barriers, and coordinate decisions across organizational boundaries as appropriate. Applies an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Makes effective resourcing decisions across several work units, teams, or groups; making certain that work units deliver expected output within required time frame and budget. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Resolves all but unique problems without the intervention of higher-level management. Holds subordinate managers accountable for maintaining mutually productive partnerships with stakeholders as demonstrated by productive conflict and effective action taking to address issues impeding effectiveness. Meets with stakeholders regularly. Selects and develops next level managers in accordance with established selection and development guidance and processes. Ensures selections for those positions meet the expectations of FS and represent both individual competency and temperament for working as a productive team member to increase the field of future leader talent. Demonstrates leadership and commitment to the FAA model EEO program.
