Job Description:

This position is located in the Washington Headquarters Services (WHS), Human Resources Directorate (HRD), Human Capital and Business Operations Division (HC&BOD). Duties within HC&BOD include responsibilities related to HR regulatory and policy changes across the 4th Estate and serviced population. HC&BOD members focus on long-range planning for human capital initiatives and providing a strategic perspective for integrated products and services for HRD clients.
Time in Grade: For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service. For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. Specialized Experience: Specialized experience at the GS-09 is defined as...Providing administrative support to HR staff, including processing personnel actions, managing records, and assisting with the preparation of reports. Utilizing HR systems to ensure accurate and timely processing of employee data. Supporting the coordination of meetings and events related to HR programs. For the GS-11 you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service. The GS-11 specialized experience is in addition to the above-mentioned specialized experience. Specialized experience at the GS-11 is defined as...Providing advisory services to customers in multiple staffing-related programs. Creating recruitment documents. Provides leadership and technical expertise to senior administrative officers. Develops or identifies supporting documentation and arguments to justify recommendations. Adapts broad directives, policies, and regulations for implementation. For the GS-12 you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service. Specialized experience at the GS-12 is defined as...Providing comprehensive management advisory services in staffing, position management, pay related issues, researching, developing and presenting recommendations and alternatives to senior management officials to resolve complex human resource management issues. Analyzes and assesses the potential impact on current HR programs of new HR program initiatives and emerging issues. For the GS-13 you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service. The GS-13 specialized experience is in addition to the above-mentioned specialized experience. Specialized experience at the GS-13 is defined as...Participating in the development, implementation and evaluation of DoD human resource management (HRM) programs to include coordinating with the Fourth Estate. Conducting annual Human Resource Capital Management Evaluation Self-Assessments and facilitating annual Delegated Examining (DE) Authority audits. Along with analyzing and evaluating the probable impact of new or revised laws and determining when changes are warranted. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Incumbent typical work assignments may include the following: Incumbent participates in the development, implementation and evaluation of DoD human resource management (HRM) programs to include coordinating with the Fourth Estate. Serves as a subject matter expert for human resource programs which may include one or more of the following: Training, Compensation, Classification, Performance Management, Recruitment and Placement, Employee Relations, and Labor Relations. Determines when changes are warranted, prepares position papers, and makes presentations to recommend new or the discontinuance or revision of present policies and practices and the establishment of alternatives Develops or identifies supporting documentation and arguments to justify recommendations. Prepare reports summarizing the analyses based on assimilating the results of information gathered from various programs, organizations and other sources. Adapts broad directives, policies, and regulations for implementation. Conducts liaison with senior management officials to promote and enhance the interests of OSD, WHS and its serviced activities, and/or Fourth Estate HRM Programs and gain support for HRM initiatives. Analyzes and evaluates the probable impact of new or revised laws, regulations, and policies on efficiencies, productivity, morale, and employee welfare.
