About the Position: Barre Falls Dam is located in Barre, MA. The area is primarily rural with or near a few larger towns that have shopping, recreational, outdoor enjoyment and social opportunities. Barre has a general store, coffee house, and restaurants. As a Natural Resources Specialist (Ranger), you will be responsible for planning, directing and administering the overall Operation, Maintenance, Park Management and Resource Management program at a multi-purpose project.

Basic education requirements and/or experience for 0401 positions: A) Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B) Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify at the GS-11 grade level: you must have at least one year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is defined as meeting any three of the following: (1) apply natural resource management policies and related laws, and regulations as it pertains to biodiversity, threatened and endangered species, wetland protection and cultural resources; (2) inspect and maintain dam and navigation gate systems to ensure safe and proper operation; (3) prepare and provide justification and support of budgets, obligations and expenditure schedules; (4) review specifications and scopes of work to ensure that service and construction functions are properly performed; (5) responsible for developing, maintaining, closing recreation areas and facilities; (6) examine all permit applications and monitors licenses, permits, leases and easements to insure compliance of the approved plans. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Responsible for various coordination efforts with federal, state and local agencies for proper management of the project and associated resource
Responsible for development of the budget affecting assigned projects, and for the proper obligation of appropriated funds and the expenditure of those funds in accordance with approved schedules.
Give advice, counsel or instruction to employees on both work and administrative matters.
Responsible for planning, directing and administering the overall operation, maintenance, park management and resource management program at multi-purpose projects.
Serve as team leader for a staff of permanent and seasonal employees, with additional temporary employees during peak season.
Administer effective programs relative to public safety such as physical security, law enforcement, pest control, forestry, agriculture, soil conservation, resource management, fish and wildlife management, public recreation and volunteer program
Responsible for the execution of administrative and personnel management responsibilities related to the accomplishment of the mission.
Establish performance standards and evaluates performance of employees.
Examine all permit applications and monitors licenses, permits, leases and easements to insure compliance of the approved plans.
Provide leadership in establishing effective management processes and a work environment conducive to integration of the technical functions of engineering, construction, safety, security, legal, real estate, contracting and resource management.
Oversee contracts that pertain to construction and modification of flood control structures, recreational public use facilities for improvements such as boat ramps, restroom facilities, camping and picnic sites, and natural resources management.
