To qualify for a Technical and Quality Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Expert knowledge of Technical and Quality regulations, principles, practices, policies, laws, precedents, guidelines and processes. Knowledge of Enterprise Business applications related to the Technical and Quality process including system functionality and business capabilities combined with an understanding of the critical path of both system and manual activities, to recommend changes in how the process is executed, including system changes or other process improvements. Ensures processes follow applicable laws/policies/regulations, well documented and are regularly maintained (e.g., Process system memorandum, functional system specifications, enterprise Instructions, Standard Operating Procedures, and process-related training). Reviews, designs, and develops IT capability requirements. Works with stakeholders to ensure proper system design, interfaces, and compatibility in meeting functional requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Senior advisor to Technical and Quality (TQ) Process Owner on enterprise-wide TQ process performance issues for Quality Control, Government-Industry Data Exchange Program, Chem-Bio Sub-Process Owner (SPO), and DoD Liaison to Service Area Executive.
Leads and directs established and new DLA SPO teams, Major Subordinate Commands (MSCs), and supply chain and distribution stakeholders. Fosters collaboration, ensuring process alignment to optimize performance across the enterprise.
Develops, implements, and maintains comprehensive metrics to monitor business performance for Quality Control programs, leveraging data-driven insights to enhance process effectiveness and inform strategic decision-making.
Analyze Key Performance Indicators, metrics, and other critical process performance data to evaluate the TQ process area’s effectiveness in meeting performance targets.
Plans, implements, and oversees all phases of audit evaluations for managed programs, providing subject matter expertise on process and system compliance with A-123 requirements (End-to-End review, risk control matrix, etc).
Develop and conduct in-depth, enterprise-wide management studies on process performance review methodologies and procedures. Identifies critical problems, develops solutions, and champions best practices to enhance performance effectiveness.
Proactively creates, reviews, and interprets new or changing policies and procedures, assesses impact on existing and future TQ functions, providing well-reasoned justifications in precedent-setting or complex problem situations.
Identifies trends, root causes of performance gaps, and opportunities for continuous improvement.
