Job Description:
You will serve as a HUMAN RESOURCES SPECIALIST (LABOR AND EMPLOYEE RELATIONS) in NAVMEDSUP DET SAN DIEGO.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience serving as a senior consultant and advisor to management in all areas of Employee Relations, including conduct and performance matters, non-disciplinary, disciplinary, and adverse actions, medical related matters, leave programs, administrative and negotiated grievances. Experience serving as senior consultant and advisor to management in all areas of Labor Relations, including serving as technical advisor, negotiating team member or chief spokesperson in contract renegotiations, mid-term bargaining, and impact and implementation negotiations, and developing bargaining objectives and strategies. Experience in serving management as technical representative or agency representative in wide range of forums, such as Merit Systems Protection Board, Equal Employment Opportunity Commission, Federal Labor Relations Authority, etc. Experience developing and providing training in all aspects of Employee and Labor Relations. You will provide Employee Relations and Labor Relations advice to managers for assigned organizations.
You will provide advise and support to the merit and requirements for successfully initiating the effecting disciplinary and adverse actions.
You will conduct extensive research into factual case law
You will develop case theory including anticipation of counterarguments for a variety of assignments to include grievances, appeals, and collective bargaining., if applicable.
You will present cases to leadership and management officials.
You will serve as technical advisor in hearings or proceedings before Federal Labor Relations Authority, Federal Services Impasses Panel, and Federal Mediation on issues such as Unfair Labor Practices, Negotiability Disputes and Representation Cases.
You will serve as a management representative and/or technical representative for third party cases such as arbitration, Merit Systems Protection Board, and unemployment.
