Job Description:

The incumbent will serve as a Health Systems Specialist (HSS) in Quality Management, to support the implementation of performance improvement for the organization. The incumbent is relied upon for delivering performance improvement techniques to a broad array of program and services throughout the Medical Center, including Lean methodology, project management, and training.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement: The Health System Specialist series, 0671, has an Individual Occupational Requirement that must be met. You must have undergraduate and graduate education with a major study in: hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR experience progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducting management surveys, audits, special projects, site visits and provides expert advisory and consultative services to operating or management officials; Developing and preparing internal instructions, operating policies, procedures, guidelines, concerning assigned programs and recommends required policy changes and procedural adjustments; Preparing reports and maintain records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work-related information by other staff; Developing long-range Service Line program plans, goals, objectives, and milestones; performing supervisory duties for a staff. OR, Preferred Experience: Lean or Lean Six Sigma belt certification preferred at least a Yellow Belt level. At least one year of project management experience preferred. Change management certification preferred. The HSS is a contributor in the decision making process and overall planning for the medical center's operations. The HSS is responsible for carrying out program responsibilities with a high degree of independence, assisting management which administrative problems arising at the center and providing recommendations for solutions. Additional duties include, but are not limited to the following: Provides instruction to others on Lean. Lean Six Sigma, Systems Redesign or other improvement methodologies principles and tools through formal classroom instruction or small group mentoring. Delivers classroom instruction about Lean, Lean Six Sigma, Systems Redesign or other improvement methodologies tools and techniques to all levels of the organization. Delivers training materials and curriculum consisting of advanced practices of project management, statistics, coaching, facilitation and leadership. Develops written and verbal teaching materials. Develops statistical, graphical. and narrative reports, and communicates these studies to medical center executive leadership. service chiefs, supervisors and other staff. Develops benchmarks, and assigns a schedule or priority level to a potential project based on the needs of the organization and direct consultation with executive leadership. Develops local data metrics and dashboards to monitor projects in progress or performance benchmarks of a project that is awaiting a charter or formal decision from executive leadership for action. Develops and refines information for comprehensive reports, addressing such elements as cost analysis, work measurements, trend analysis, efficiency. effectiveness, productivity, and tangible benefits. Incorporates recommendations for the resolution of problems identified in studies such as eliminating, adding, changing, or rearranging specific procedures, products or services or making other changes to more efficiently and effectively utilize resources. Defines a project scope and goals through a collaborative process with subject matter experts and leadership at the facility, service line or program, or unit level. Develops control plans, communication plans, risk management plans, and through closeout of the project. Creates designs of experiment that align to project goals and team developed solutions. The designs of experiment are hypotheses which are monitored through data for effectiveness or failure. Designs of experiment are often iterative and will involve multiple solutions in random or sequential order. Identifies various situations approaches and when necessary further leads them through prioritizing exercises with tools like affinity diagrams. PICK Charts and multi-voting.
