The primary purpose of this position is to exercise technical and administrative supervision over subordinate workers in accomplishing trades and labor work of 732d Air Mobility Squadron (732 AMS) Fleet Service Operations at Joint Base Elmendorf-Richardson (JBER), Alaska (AK).
Conditions Of Employment Continue May be required to receive vaccinations as an occupational health precaution due to potential exposure to bio-medical hazards (i.e. blood born pathogens). This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available This is a Mission Essential (ME) position performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to lead and supervise. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment. 2. Knowledge of safety regulations, practices, and procedures. 3. Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and /or test equipment common to trades supervised. 4. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. 5. Ability to plan and organize work assignments to include determining resources required to accomplish mission. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Performs work planning responsibilities. Plans on a weekly or monthly basis the use of subordinate workers, equipment, facilities, and materials in an organizational segment or group. Performs work direction responsibilities. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes. Performs administration responsibilities. Participates with employees in the development of performance plans. Advises employees in advance of performance expectations and explains new work techniques, as required. Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas. Performs work direction responsibilities and drives a variety of vehicles, some of which have a GVW of more than 32,000 pounds (this includes K-Loaders, step/stair trucks, buses, 25K/NGSL and various conveyors) and operates one or more electric, LPG, or diesel powered fork lift trucks which are capable of lifting loads of less than 10,000 pounds as high as 168 inches to facilitate loading and unloading assignments.
