Job Description:
You will serve as a PURCHASING AND PROCUREMENT ANALYST in the CONTRACTS DEPARTMENT of NAVAL UNDERSEA WARFARE CENTER, DIVISION KEYPORT, WASHINGTON (NAVUNSEAWARCENDIV KEYPORT WA).
For GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Reviewing procurement documents to determine completeness, regulatory compliance, and suitability for simplified acquisition procedures; performing basic market research to identify procurement history, availability of sources, and appropriate methodologies; interfacing with purchase request originators and customers to resolve deviations from solicitation specifications, terms, or conditions; preparing procurement documentation that complies with unilateral and bilateral purchase orders, indefinite delivery/indefinite quantity contracts, and blanket purchase agreements; and applying established guidelines such as the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Navy-specific acquisition procedures to support procurement actions. For GS-06: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting in the review of procurement documents for basic completeness and compliance with standard acquisition procedures; conducting entry-level market research to gather procurement history and source availability; supporting interactions with purchase request originators to address minor deviations in specifications or terms; preparing routine procurement documentation for simple unilateral purchase orders and basic agreements; and utilizing fundamental guidelines such as the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) to assist in procurement actions. You will review procurement documents to determine completeness, regulatory and policy compliance, and the suitability of using simplified acquisition procedures vs. standard contracting procedures.
You will determine the extent of competition required, the appropriate procurement methodology, the most suitable Contract Line Item Number (CLIN) structure, and the terms and conditions applicable to the procurement.
You will perform market research to determine procurement history, the availability of sources, and the most appropriate procurement methodology, to supplement the market research performed by the customer.
You will interface with purchase request (PR) creators and customers to resolve procurement package discrepancies and determine the appropriate course of action.
You will prepare procurement documentation that complies with applicable statutory, regulatory, and policy requirements.
You will perform post-award administration actions, including modifications, option exercises, resolving problems with contract requirements or contractor performance, price, quantity, or delivery changes.
