Job Description:
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Boston Field Office, located in Boston, MA. Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning, organizing, coordinating, controlling, and evaluating the activities of an organization Directing a program segment that performs professional, technical, and administrative work Leading complex projects, often cutting across organizational/activity lines Serving as the project leader for Program Segment and Program Office projects as a Subject Matter Expert Analyzing, facilitating, reporting, and providing recommendations for process Improvement, reducing costs, and establishing appropriate process metrics and process controls NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. This position will allow you to use your expertise to serve as a Program Manager over a critical program segment for which both the scope and effect of the work have department-wide or government-wide impact. This position starts at a salary of $141,041.00 (GS-14, Step 1) to $183,353.00 (GS-14, Step 10). In this Program Manager position, you will become a key member of a team of Homeland Security professionals managing a wide variety of programs. Typical work assignments include: Overseeing the overall planning, organizing, coordinating, and evaluating the activities of a program segment(s) of the organization of which many may be managed through separate subordinate organizational units often cutting across organizational/activity lines. Leading complex projects by providing technical advice on strategic issues; collaborating with other Program Offices across CBP and other components within DHS to improve end-to end processes; utilizing various analytical methodology including statistical methods and tools, mathematical techniques, and process mapping resulting in resolving problems and/or issues that impact the program(s). Determining goals and objectives that need additional emphasis; developing measures that evaluate performance; making recommendations for program improvement and managing all resources as corporate assets. Managing organizational changes or major change to the structure and content of the program or program segment(s). Identifying and resolving issues where no policy or precedence exists.
