Job Description:
You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (EMPLOYEE AND LABOR RELATIONS) in the Bureau of Medicine and Surgery of NAVMEDSUP DET SAN DIEGO.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying the concepts, principles, regulations, laws, practices and procedures of HR Labor & Employee Relations (LER) analytical methods and techniques; Experience working in the DON HR LER environment, including working with labor agreements, contract negotiations, impact & implementation bargaining, arbitration hearings, unfair labor practice complaints, employee discipline and performance-based actions, grievances, leave, hours of work, medical issues, and appeals and/or appellate proceedings before third parties; Experience explaining complex technical HR processes and information to non-technical audiences, thereby gaining their support and approval; and Experience collaborating with management and performing assessments to lead change initiatives for more effective and efficient HR servicing for activities serviced, to plan, organize, and/or direct team efforts to persuade customers to accept and implement recommendations. You will work with management identifying HR needs and problems and using specialized techniques and resources to stimulate sound total force management planning and human resources delivery to customers.
You will supervise a team of Labor and Employee Relations Specialists within the HRO Satellite Office.
You will be tracking, monitoring and modifying processes, procedures and customer expectations as well as providing feedback to the Satellite Manager.
You will act as consultant and advisor, serve as a troubleshooter and recommend solutions to situations requiring extensive analysis.
You will ensure HR programs supervised are executed in compliance with rules, regulations and instructions, and that the delivery of services is consistently and appropriately provided.
