About the Position: The Chief of the Workforce Development Branch will be responsible for creating a development process which will assist in analyzing the human capital strengths/weaknesses and provide direction for workforce development and planning initiatives. The duty location will be either Falls Church, Virginia or San Antonio, Texas. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes advising on Federal workforce development projects, programs or initiatives; conducting training needs assessment surveys; developing a learning or training plan for the staff to ensure a ready force; and leading or mentoring employees and their work (such as work delegation, shifting priorities, managing project and programs, etc.). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Leadership Partnering Strategic Thinking Workforce Development Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
Perform the full range of supervisory duties to include advising/counseling employees, performance management, hearing/resolving grievances/complaints, effecting disciplinary measures, etc.
Develop and recommend long and short-term continuous learning policies and plans.
Conduct needs assessment surveys to determine areas which are to be emphasized.
Provide advisory services on and deal with oversight on strategic planning efforts to create a new employee-centered mentoring program.
Manage current continuous learning initiatives at external schools and internally in programs such as the Mandatory Leadership Certificate and other programs.
Provide advisory services regarding training and development opportunities to DHA workforce organization(s).
Counsel management on individual training and development needs.
