In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C for WG 3800-Metal Work Group. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG 3800-Metal Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of an SHEET METAL REPAIR INSPECTOR (AIRCRAFT) with little to no supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of planning, layout, and aircraft sheet metal manufacturing to devise complex templates and patterns, and to shape, construct, and assemble objects with combined shapes such as rectangular, cylindrical, tapered, or truncated cones, using the least number of seams and amount of metal; and of parallel-line and radial-line development, and triangulation. Knowledge of a wide variety of metals and how their characteristics fit the needs and requirements of projects where information or guidelines are minimal. Knowledge of and ability to use and manage functional data bases. Knowledge of fabricating complex items from a variety of materials such as galvanized or stainless steel, black iron, aluminum, copper sheet, magnesium, honeycomb material, and alloys. Knowledge of regulations, procedures, and policies related to records maintenance and documentation. Ability to read and interpret instructions, specifications, blueprints, and technical orders, and to evaluate compliance, adequacy of repairs and proper installation of parts and modifications. Knowledge of safety requirements as outlined in applicable safety standards, regulations, and technical orders. Ability to inspect and evaluate structural damage to sheet metal systems sufficient to plan and accomplish repairs. Knowledge of and practical application of Total Quality Management (TQM) principals and processes. Knowledge of USAF Technical Order Program and its procedures. OTHER SIGNIFICANT FACTS: Required to maintain a valid driver's license. Performs other related duties as assigned. Complies with security regulations, directives, and policies. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. ENVIRONMENTAL FACTORS: Work encompasses strenuous physical exertion when bending and shaping the more complex items in handling larger and bulkier material. Requires physical effort which includes prolonged standing on production lines; climbing up and down ladders and scaffolds; working in cramped and awkward positions while installing items; and reaching, lifting, and bending while using hand and powered tools in uncomfortable positions for extended periods. Weight lifted seldom exceeds 50 pounds. Works both inside and outside and is subject to a moderate amount of noise and vibration from shop machines. When working outside is subject to a variety of weather conditions. Subject to cuts, bruises, falls, and burns. Shop areas normally have adequate lighting and ventilation. Required to wear safety glasses when performing eye hazardous operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). The primary purpose of this position is: This is an Air Reserve Technician (ART) position located in the Quality Assurance Branch. The purpose of this position is to inspect and test a variety of fabricated and repair work performed by others on structural and nonstructural airframe components, equipment, completed airframes, and to perform the full range of quality assurance duties. DUTIES: DUTY 1: Performs visual, dimensional, and operational inspections, progressively, at designated stages during the fabrication, repair, overhaul, and test of parts and structures, such as formers, stringers, bulkheads, fittings, engine mounts, wing control surfaces, empennages, fuel and oil tanks, oil and air coolers, templates, welded structures, cables, and tubings. Periodically inspects all maintenance areas for safety hazards and/or violations. Restricts equipment from use when found unsafe. Serves as the maintenance focal point to determine the safety and authorization of maintenance operations unique to the Fabrication function. DUTY 2: Inspects, on a sampling basis, the disassembly, parts inspection, subassembly, and final assembly of aircraft structural components. Inspects for dimensional control, tolerances, wear, corrosion, structural or surface defects, alignment, workmanship, correct assembly, security, and compliance with blueprints, specifications, technical data, and other instructions. Completes work sheets indicating repairs and modifications to be performed. Assists in scheduling functional check flights to ensure that repaired/modified systems are checked during flight-by-flight check crew. Briefs the functional check flight crews to ensure they are aware of the significant requirements to be verified. DUTY 3: Performs, witnesses, and documents operational, functional, pressure, or load test on coolers, regulators, tanks, floats, hulls, cables, arresting hooks, and similar equipment. Determines discrepancies to be corrected and any additional work to be accomplished. DUTY 4: Sets up and operates or observes the operation of repaired components by using magnetic and nonmagnetic inspection equipment, precision measuring instruments and tools such as scales, micrometers, gauges, regulators, manometers, torque wrenches, jigs, hardness testers, protractors, go no-go gauges, and tensiometers. DUTY 5: Inspects technical files maintained within the division activities for condition, completeness, and accuracy. Inspects charts, logs, and work cards for accuracy, coverage, and utilization. Inspects records of equipment and spot checks in shop equipment for correct identification, storage, protections, cleanliness, serviceability, and compliance with all AFOSH standards. Maintains unit master technical order files.
