This position is located in the Facilities Management Service (FMS) at the VA Eastern Colorado Health Care System (ECHCS), Department of Veterans Affairs comprising of the most diverse and complex level 1a, multi-mission, principle tertiary care facility in VISN 19 servicing more than 100,000 unique veterans spanning across multiple states with an array of extended care services providing 30 long term care bed Community Living Center in Pueblo, regional Polytrauma and Prosthetics Services.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11.For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements (IOR): Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the IOR you must also meet: Specialized Experience for the GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting providing leadership, strategic direction, and oversight of compliance activities; ensuring a standardized and effective approach to compliance using the compliance framework, compliance and Integrity standards, processes, and resources; and experience using complex analytical problem-solving methods, principles, and theories to identify extensive program data and conduct a variety of studies and investigations. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to such a degree. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and more than 2 full years of graduate level education. Specialized Experience for the GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Must have a significant knowledge of major engineering functions. Most activities fall under mechanical, electrical, and civil engineering fields, but familiarity with other engineering skills may be required to a lesser degree. Must be able to read and interpret drawings and blueprints. Must be able to develop plans and specifications for various maintenance and repair projects. O&M Supervisor must also use commercial estimating guides, manufacturer's literature, equipment catalogs and previous drawings. Position requires significant knowledge of engineering methodology and trades: the incumbent must be able to provide solutions to engineering problems related to facilities and infrastructure issues. This position requires the knowledge to analyze short and long-term facility and customer needs. This includes participating in construction, alteration or modification projects as well as replacement of equipment to increase services to veteran patients or internal customers. Have Knowledge of principles and methods of planning, programming, budgeting, and fiscal analysis and control procedures to assist in the development and monitoring of the Engineering Service budget. The position is accountable to the Chief Engineer, a position which reports to the Medical Center Associate Director of Operations. Receives assignments in terms of broad outlines of objectives to be accomplished. The incumbent is routinely required to utilize acquired knowledge and skills in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations performed by administrative, professional, or trade personnel. Knowledge of engineering and construction methods, materials, equipment, and systems to ensure the most current practices and materials is critical to the implementation of daily tasks associated with position. Knowledge of budgeting procedures for appropriate management of multiple year appropriations and their relationships to prior year fund availability.

Work Schedule: Monday - Friday 7:30am - 4:00pm Position Description Title/PD#: Supervisory Health System Specialist -Facilities Operation & Maintenance Supervisor/PD146790 and PD146800 Physical Requirements: The work is a combination of sedentary and requiring physical effort and exertion such as walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Long periods of standing, bending, and stooping is also required to observe and study work operations in project construction areas/sites, confined spaces, use of scaffolding multi-stories tall, mechanical equipment rooms, and other spaces that are noisy, dirty and close quarters, and lifting of light to moderate heavy items weighing less than 50 pounds. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
