The Senior Officer-Chief Information Officer position is in the Office of Information Technology located in Washington, DC. This position is open to US citizens.
All qualification requirements must be met by the closing date of this announcement. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. BASIC REQUIREMENT: Applicant must possess IT related experience demonstrating each of the four competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement. SO-01: Candidates must have one year of specialized experience equivalent to at least the GS/SK-14 level. Specialized experience includes: Providing executive level leadership, strategic management, and policy direction in optimizing an organization's information technology resources; Leading large, multi-year customer-focused IT business transformation initiatives; AND Experience applying best practices in managing information technology risks, infrastructure, development approaches, and organizations.
The Chief Information Officer has overall responsibility, as well as delegated authority, for the oversight and administration of broad and/or critical agency IT programs and operations. Reporting to the SEC Chairman, the incumbent will drive the development and implementation of entity-wide IT management, policy, and risk assessment mechanisms for the agency. Typical duties include: Providing thought leadership and strategic direction for all enterprise-wide IT operations, including infrastructure and architecture, applications development, business process re-engineering, telecommunications for data and voice networks, sourcing alternatives, and end user computing and support. Communicating SEC technology priorities, issues, and risks effectively to executive, technical, and lay audiences. Maintaining close working relationship with the Office of Management and Budget, Government Accountability Office, the National Institute of Standards and Technology, and other agencies as necessary and/or appropriate to ensure proper coordination of the SEC's IT activities with other Federal agencies. Designing and supporting the implementation of mission-focused technology strategies and solutions that address complex business problems and information sharing challenges. Assessing the current state of agency-wide IT policy implementation with an emphasis on evaluating the adequacy and effectiveness of standing policies, driving the update of outdated or ineffective policies, and development of new policies to support technology best practices. Providing leadership in overseeing agency IT risk management and internal controls, and reviewing IT products, services, systems, and processes for compliance with the Federal Information Security Management Act, Office of Management and Budget, Department of Homeland Security directives, and National Institute of Standards and Technology guidance.
