Job Description:

You will serve as a Supervisory Administrative/Technical Specialist in the Contracts Department Branch of NAVUNSEAWARCENDIV KEYPORT WA. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band, NT-04 (GS-11/12 grade level equivalency), in the federal service or equivalent experience in the private or public sector as a professional contract specialist leading technical and administrative contracting functions to ensure optimization for acquisition programs. Examples of Qualifying Experience may include managing contracts and leading pre-award and post-award actions; demonstrated knowledge of the FAR, DFARS, NMCARS, and related procurement instructions and guidance; procurement vehicles, including cost plus fixed fee, time and materials, fixed price, fixed price incentive, commercial, and non-commercial; leading procurement through all phases of the procurement cycle, from acquisition planning, solicitation development, evaluation, award, and post award administration; advising technical, past performance, small business, and cost boards; performing complex cost realism analysis; leading negotiations; drafting source selection decision documents supporting the award recommendation; and performing debriefs. You will supervise and oversee employees within their assigned branch.
You will manage various acquisitions and project requirements, including evaluating costs and performance in support of customer needs.
You will perform and assign work to the employees on various cost and price analysis, policy interpretation of contracts, post-award procedures, cost reimbursement, and incentive awards.
You will negotiate complex requirements and strategies for various products and services.
You will be responsible for ensuring that work assignments of the branch members are carried out by performing a range of duties, including distributing and balance the workload among employees.
You will train or arrange for training of branch members in methods and techniques of team building.
You will ensure the quality of documents set to Contracts Review Board and higher-level approvals through development and reviews.
