This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Financial Officer (OCFO). The incumbent serves as a Financial Management Specialist in the Financial Operations section of the Accounting Division with responsibility to support the organization with the day-to-day finance activities. ***THIS POSITION IS TEMPORARY AND DOES NOT EXCEED ONE YEAR.***
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. SPECIALIZED EXPERIENCE FOR THE GS-9 LEVEL: You may qualify at the GS-09 level, if you meet the following minimum qualification requirement: One full year (52 weeks) of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private sector which includes all of the following: Utilizing automated accounting and financial systems to record, classify or present financial transactions and data; and Examining financial and accounting records, purchases/orders, and substantiating documentation to ensure they are valid and correctly processed in accordance with established financial and accounting guidelines, regulations, policies, and procedures. -OR- SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Master's or equivalent graduate degree in a related field (e.g. accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods) or 2 full years of progressively higher level graduate education leading to such a degree. (Transcripts must be provided) -OR- COMBINATION OF EDUCATION AND EXPERIENCE: Combination of education and experience described above. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (Transcripts must be provided) SPECIALIZED EXPERIENCE FOR THE GS-11 LEVEL: You may qualify at the GS-11 level, if you meet the following minimum qualification requirement: One full year (52 weeks) of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector which includes all of the following: Coding and posting accounting transactions in accounting and financial systems; and Managing purchasing card financial operations which involves training card holders and approvers, maintaining accounting lines, and managing reconciliation and processing rebates received. -OR- SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Ph.D. or equivalent doctoral degree in a related field (e.g. accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods) or 3 full years of progressively higher level graduate education leading to such a degree. (Transcripts must be provided) -OR- COMBINATION OF EDUCATION AND EXPERIENCE: Combination of education and experience described above. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (Transcripts must be provided) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a Financial Management Specialist, GS-0501-9/11, your typical work assignments may include but are not limited to the following: Manages the CitiDirect financial operations to include providing monthly communication and notification to card holders and approvers; training card holders and approvers; receiving and recording corrected information for invalid lines of accounting; and maintaining accounting lines both annual load and one-off load and processes the year-end accrual. Responsible for maintaining AFF values in the CitiDirect system and troubleshooting/monitoring issue resolution. Performs work requiring the utilization of computer applications and automated accounting and financial systems to record, classify and present financial transactions and data. Applies checks and balances to transactions and procedures to ensure data integrity, regulatory compliance, and appropriate management controls. Ensures the timely and proper coding and posting of daily and less frequent accounting transactions into accounting system.
