Job Description:
You will serve as a senior National Environmental Policy Act (NEPA) project manager in the Environmental Planning Branch of Naval Facilities Engineering Systems Command Pacific. This interdisciplinary position will be filled as one of the following job series: Community Planner (0020), Biologist (0401), Environmental Engineer (0819), or Physical Scientist (1301).
This position has a selective placement factor for the 0819 series, Environmental Engineer Position, that will be used to screen out ineligible candidates. The selective placement factor is: Current license as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. In addition to meeting the Basic Education Requirements and selective placement factor (0819 series) for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Overseeing the application of the National Environmental Policy Act (NEPA) and related environmental programs for an organization; 2) Reviewing NEPA documentation, including Record of Categorical Exclusions (RCEs), Environmental Assessments (EAs) and Environmental Impact Statement (EISs) for various actions; and 3) Applying knowledge of a wide range of theories, principles, concepts, practices, standards and methods of natural resources management, biological and physical sciences in managing the NEPA program for an organization. You will review and prepare Environmental Impact Statements (EIS) /Overseas EIS, Environmental Assessments (EA)/Overseas EA, Records of Categorical Exclusions, and related environmental planning studies on proposed actions.
You will review Navy shore facilities planning documents (master plans, capital improvement plans, special studies, construction and repair projects, and site approval requests).
You will represent the Navy in meetings and conferences with DoW senior leadership, activity personnel, and elected/appointed officials at local, regional, state, and federal levels.
You will serve as Contracting Officer's Representative (COR) on contract task orders to ensure preparation of technically adequate, timely, and cost-effective environmental/planning data products.
You will lead an individually chartered team to complete NEPA documents.
