Job Description:

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption. You will serve as the Branch Head of the Electronic Warfare Systems Branch (Code B33) of the Naval Surface Warfare Center Dahlgren Division.
This is an interdisciplinary position and may be filled by a General Engineer (0801-series), a General Physical Scientist (1301-series), an Operations Research Analyst (1515-series), a Mathematician (1520-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12 and GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist applying a wide range of systems engineering principles to design or develop electronic warfare systems for naval ships. Examples of qualifying experience may include (1) leading a team of professional engineers or scientists in conducting surface ship combat systems research, development, test, evaluation, or other technical support that includes system integration and software engineering for electronic warfare systems or other sensor systems; (2) broad knowledge of shipboard electronic warfare systems requirements, current implementations, and technological trends; (3) recognized knowledge of the physical integration aspects and operational use of electronic warfare, command and control warfare, electronic intelligence, information operations/warfare and cryptology systems; (4) thorough knowledge of development, acquisition and system integration processes for Naval EW systems; (5) ability to provide administrative leadership including strategic planning, overall task coordination, budget administration, and resource management for a highly capable technical branch sized unit in a research and development environment. You will be responsible for the technical, financial, and administrative leadership of the Electronic Warfare Systems Branch (Code B33) of the Naval Surface Warfare Center Dahlgren Division.
You will refine and achieve the branch mission and vision through leadership for various technical efforts.
You will ensure the application of technical rigor to the execution of B33 projects and programs.
You will perform supervisory duties for Branch employees, including performance and compensation, providing feedback to employees, coaching and mentoring, and conflict resolution.
You will participate in Division recruiting efforts, succession planning and manage make/buy strategies aligned to Division goals.
You will provide supervisory approvals for personnel, such as travel, timecards, telework, leave, and overtime requests.
You will provide technical support, leadership, resource support, and mentorship to project leads, group leads, and employees.
You will work and coordinate with the Division and across the Division on Division-level thrusts, and represent the Electronic Warfare and Spectrum Operations Division on Department teams and boards.
You will evaluate and develop B33 workforce capabilities and capacities.
You will ensure cost, schedule, risk, and performance are tracked and managed, and that products and deliverables going outside the Branch have the appropriate level of review prior to release.
You will serve as a leadership representative to the Division sponsor community.
