Job Description:

You will serve as a Technician in the Software Development Branch; Integrated Training Systems Division of NAVSURFWARCENACT DAM NECK VA. You will serve as West Coast Integrated Training Systems (ITS) On-site Installation Coordinator (OSIC). This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14. This position is salary capped at GS-13 Step 10 (currently $156,498). See "Additional Information" section.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector conducting engineering technical work for the development, integration, test & evaluation, installation, or sustainment of Department of War combat systems or integrated training systems. You will plan, coordinate, manage, and oversee the successful accomplishment of all shipboard and shore-site Integrated Training Systems (IT) installations within the West Coast area of operation (AOR).
You will execute policies and procedures as delegated by the ITS AIT Manager and in accordance with the 9090.310 guidance for shipboard and shore-site training system installations.
You will provide oversight for West Coast government employees assigned to the ITS installation team.
You will have overall responsibility for ITS installations, contractor oversight, and communications for all aspects of shipboard and shore site installations within the West Coast AOR.
You will perform group lead functions involving personnel oversight of all government OSICs assigned to the San Diego duty station including: training and development, staffing, resourcing, travel, conflict management, and performance.
You will maintain quality assurance standards and Alteration Installation Team (AIT) compliance during West Coast AOR installations, ensuring appropriate quality oversight is maintained.
You will report and respond to deficiencies (CARs) in accordance with the 9090.310, etc., and investigate and report significant problems throughout the installation.
You will be responsible for the safety of all government and contractor personnel supporting west coast AOR installations.
You will ensure the AIT has a designated AIT Lead, that the AIT complies with applicable OSHA standards, and assign an AIT OSIC for each shift if multiple-shift work is to be accomplished.
You will view each installation as an individual mini-project and be responsible for all milestones from inception through completion.
You will collaborate with other functional areas in the ITS program such as engineering, fleet support, integrated logistics, test and evaluation, acquisition and production.
You will ensure understanding of new emerging systems (i.e., ATD, ITD, STAVE, etc.) and their future impacts to installation and sustainment efforts within the ITS portfolio.
