The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption. You will serve as a Branch Head in the Contracts Department of the Naval Surface Warfare Center Dahlgren Division.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of professional contracting methods to plan and carry out pre-award and/or post-award procurement actions. Examples of qualifying experience may include (1) thorough knowledge of professional contracting principles, techniques and types of contracts; (2) broad knowledge of the DoD acquisition process, including solicitation, negotiation, administration and close-out; (3) broad knowledge of Federal and DoD acquisition laws, regulations, policies and procedures. You will serve as a Contracting Officer, Supervisory Branch Head and single point of contact for one of our major customers.
You will be responsible for acquisition planning and coordination of customer's task assignments, source selection, processing contract award documentation, and award and administration of contracts.
You will supervise employees to include team leads, senior specialists, junior specialists, and entry-level team members.
You will mentor intern and career personnel and provide training and guide junior acquisition professionals of varying skill and certification levels.
You will assist the Division Chief/Division Head with reporting requirements, ensuring timely and accurate metrics are captured and reported on behalf of the Division.
You will be responsible for tracking/reporting tripwire initiatives, as well as management information system data.
You will serve as a single point of contact for a major technical customer, coordinating current and projected work assignments, negotiating manageable timelines, and regular reporting and coordination.
You will perform the full range of supervisory duties for a diverse group of acquisition professionals.
