Job Description:

You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Rapid Mission Integration and Interoperability Department (MX), Expeditionary Electromagnetic Warfare Division (MXQ) of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 grade equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating project requirements to develop, plan and execute project schedule, budget and deliverables to improve organizational effectiveness and efficiency. You will oversee day-to-day execution of projects and business operations within the Division.
You will provide leadership on the development, implementation, and sustainment of the Division's strategies, processes, and policies that define and steward Division technical capabilities.
You will provide oversight and guidance on the approach for reviewing the Division's key functions via monitoring execution and metrics for cost, quality and schedule.
You will ensure resource planning (human capital, facilities and equipment) are adequate to meet current/future resourcing demands and aligned to Division and Department objectives.
You will serve as Point of Contact for data calls, resolve informal employee complaints, and address personnel issues.
You will reinforce policies and principles related to fairness and equal employment opportunities and ensure a safe working environment.
You will work with branch managers and key staff to address operational issues within the division and to put corrective actions and processes into place.
You will make programmatic, strategic and technical decisions as delegated by the Division Manager.
