Job Description:

You will serve as a PROGRAM MANAGER in the Corporate Operations Department (10) of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to GS-14 and GS-15.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer or scientist, providing programmatic, technical leadership, and research expertise to lead and support the development and improvement of Science and Technology innovative and prototype programs from conception to finalization for the success of various systems. You will oversee a cross-service program that manages the critical mass of world-class technologists to meet National Defense needs to sustain the Naval Energetic Systems and Technologies Other Transaction Agreement (NEST OTA) Program.
You will independently define objectives; interpret policies and determine their effect on program needs; plan, design, and carry out work to be done; and serve as a technical authority in a broad engineering or scientific program area.
You will plan, evaluate, direct, or execute projects across the program area(s) and provide expert and authoritative advice.
You will operate strategically and creatively to overcome resistance, formulate and nurture policy, and develop far-reaching concepts, applications, and strategies.
You will exercise authority to achieve cost, schedule, and performance criteria; work strategically to obtain resources for future needs; solve complex and controversial problems arising through program efforts.
You will provide multi-disciplined technical and managerial authoritative corporate advice and recommendations to the NSWC IHD leadership and NEST Executive Committee to include program status, issues, and significant changes.
