This position supports the DOE/NNSA's Deputy Administrator for Defense Program, Office of Engineering & Technology Maturation (NA-115). A successful candidate in this position will serve as a Business and Infrastructure Director (Program Analyst), leading business/financial matters for budget and infrastructure projects such as CREST (Combined Radiation Environments for Survivability Testing).
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN-03, NN/NQ-03 or GS-13. Specialized Experience for this position is defined as experience conducting at least 3 of the following activities: Senior knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process for federal programs Financial management to include recommending courses of action to federal program managers Program-level advocacy and management of Defense Programs infrastructure projects Collaboration across management and operating (M&O) and federal organizations toward common goals Presenting senior executives with context and actionable information to make decisions Your application and resume should demonstrate that you possess the following competencies. As a Business and Infrastructure Director (Program Analyst) you will: Provide authoritative guidance on interpretation of requirements and policies, establishment of priorities and schedules, negotiation of data exchanges and standardization, evaluation of alternative approaches or significant modifications, and initiation of new or corrective actions across organizational lines as a recognized expert. Develop program element budgets, supporting data, justifications, assumptions, and budget narratives. Develop long-range budget estimates for programs in close coordination with site offices, site subject matter experts, and site budget analysts in accordance with annual budget guidance and schedules supporting the Planning, Programming, Budgeting, and Evaluation process. Recommend the planning, organizing, and assigning of projects to appropriate field, program, and staff office: task M&O contractors and assigned field offices, as directed, to perform in-depth analyses or provide responses to high level managers; oversee critical laboratory/plant or facilities management integration issues and concerns. Articulate and communicate to the team the assignment, project, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion; and, monitor and report on the status and progress of work, checking work in progress, and reviewing completed work to ensure that supervisor's instruction on work priorities, methods, deadlines and quality have been met. Analyze and manage program adjustments and evaluate the impact of alternative levels of effort and resources on accomplishing established objectives for assigned program elements. Develop, coordinate, analyze, and edit input from subject matter experts, program managers and staff for development of detailed program plans, documents and associated budget estimates; and respond to information requests from OMB and other external sources involving sensitive policy and program issues.
