This vacancy is for a Budget Analyst in the Office of Budget, Office of the Chief Financial Officer, Director of Administration (CFO/DOA), Bureau of Industry and Security (BIS) within the Department of Commerce.

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as: Assisting with the development of budget planning allowances for future fiscal years; and Preparing the budget estimates for submission to the Department and/or the Office of Management and Budget (OMB); and Assisting in preparing budget exhibits and/or analyses for inclusion in budget submissions to the Department, OMB, and/or Congress; and Providing budgetary information and/or reports to management. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Advising on the development of budget planning allowances for future fiscal years; and Preparing, reviewing, and defending the budget estimates submitted to the Department and/or the Office of Management and Budget (OMB); and Assisting in preparing budget exhibits, analyses, and supporting justifications for inclusion in budget submissions to the Department, OMB, and/or Congress; and Providing budgetary recommendations to management.
As a Budget Analyst, you will perform the following duties: The duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of the selected employee. Perform a wide variety of administrative and analytical duties connected with the review, justification, and presentation of the budget for a bureau or major component(s) of a bureau. Review, analyze, and interpret existing and proposed legislation, appropriation language, executive orders, and OMB circulars and bulletins. Formulate budget estimates for multi-year programs. Track progress of bureau appropriations through Congress. Develop cost-benefit analysis of proposed budgetary and program actions and advise Department officials and program managers of most advantageous courses of action. Implement change management and process improvements resulting in efficiencies. Assist in justification of budget before OMB staff. Provide liaison between OMB staff and bureau budget offices.
