Job Description:

The Lead Medical Support Assistant (MSA) is responsible for the coordination of Advanced MSA assignments and workflow found in an interdisciplinary unit. The Lead MSA is responsible for daily workload assessments, assigning work, and assuring proper staffing coverage; evaluating training records; and determining training needs of MSAs to provide support across interdisciplinary settings.
Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Medical Support Assistants must be proficient in spoken and written English in accordance with VA Policy. Experience and Education. (1) Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR, (2) Education. One year above high school; OR, (3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Certification. None required.. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Lead Medical Support Assistant, GS-07 (a) Experience. One year of experience equivalent to the GS-06 grade level. (b) Assignment. The Lead MSA is responsible for the coordination of Advanced MSA assignments and workflow found in an interdisciplinary unit. The Lead MSA is responsible for daily workload assessments, assigning work, and assuring proper staffing coverage; evaluating training records; and determining training needs of MSAs to provide support across interdisciplinary settings. The Lead assists the unit with complex and non-standard procedures, including clinical flow processes related to access to care across multiple clinics, specialties, and/or community resources. Assignments at this level include, but are not limited to: ensuring accurate and timely scheduling of appointments; providing guidance to staff members, to include changes in policies and procedures; creating and maintaining employee work schedules; and acting as a liaison among Advanced MSA staff, patients, and other interdisciplinary staff to resolve day-to-day conflicts. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. (c) Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition, you must demonstrate ALL the following KSAs in your resume: Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources. Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting. Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines. Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff. Ability to provide staff development and training. Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics. Physical Requirements: Physical aspects associated with work required of this assignment are typical for the occupation, see Duties section for essential job duties of the position. May require standing, lifting, carrying, sitting, stooping, bending, puling, and pushing. May be required to wear personal protective equipment and undergo annual TB screening or testing as conditions of employment. Work Environment: Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.

Duties include but are not limited to: Ensures accurate and timely scheduling of appointments. Provides guidance to staff members, to include changes in policies and procedures; and creating and maintaining employee work schedules. Acts as a liaison among Advanced MSA staff, patients, and other interdisciplinary staff to resolve day-to-day conflicts. Serves as a trainer for MSAs and AMSAs, responsible for closely monitoring the work of new and experienced MSA staff and confer with the Supervisory Medical Support Assistant in developing action plans to improve performance, processes and procedures to promote efficient and effective clinic operations in compliance with established MAS and health care system's standard operating procedures. Maintains, runs, trends, tracks, prints and presents special and required reports that reflect overall clinic operations and efficiency. Works in various areas such as Primary Care, Specialty Care, Ward Administration, Call Center, and Specialize Care Team within Medical Administration Service's Ambulatory Care and Processing Section within the health care System. Schedules appointments, including interprets and verifies provider directed orders in accordance with VHA national scheduling guidelines and provides general guidance to MSAs in training or requesting assistance. Schedules, cancels, re-schedules Veteran's appointments and/or consults; enters no-show information; monitors the electronic wait list; prepares for clinic visits; monitors both inpatient and outpatient appointments for areas of responsibility; ensures encounter forms are completed in order to obtain appropriate workload credit; verifies and updates demographics and insurance information; processing all emergency and non-emergency transfers to other VA facilities or private hospitals; performs basic eligibility, co-pays and preauthorization requirements for specific coverage. Explains the VA's mandate to collect insurance information to Veterans, their families, and other eligible Veterans. The LMSA collects, scans, and updates health insurance information serving a major role in the revenue process. Ensures all necessary health/administrative information is integrated into Computerized Patient Record System (CPRS) by sending the documents to be scanned. Interprets and communicates requirements of national and local directives, policies, and procedures. Follows the flow and sequencing of the work to meet team and patient's needs and provide guidance to MSAs requesting assistance. Plans and organizes work with general assistance from the supervisor as to meet local and VA-wide time frames to complete analysis requirements, reports and special assignments and only refers to the non-routine and high technical problems to his/her lead or supervisor. Coordinate efforts to ensure all aspects of duties are accomplished efficiently, timely, and correctly. Plans and carries out the day-to-day operation of the office independently utilizing initiative to resolve problems. Communicates with physicians, case managers, and other allied health professional staff using sound interpersonal skills and is constantly aware of the sensitive information. Work Schedule: Monday - Friday, 7:30 am - 4:00 pm, subject to change based on the needs of the facility.
