This position assists the Senior Drug & Alcohol Program Analyst in the development of guidance, policy, and regulatory changes based on determined risk and/or statutory requirements. As the program analyst the position will oversee compliance by transit providers/regulated parties and establish standard operating procedures for safety-related protocols and operations of a national transit safety program.
To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience with utilizing analytical and evaluative methods and techniques, both qualitative and quantitative, to conduct analytical studies and/or projects relating to drug/alcohol programs; AND Experience with interpreting, drafting, reviewing, and editing guidance or regulations and communicating requirements to audiences; AND Experience communicating information to internal and external stakeholders. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Written Communication: Writes in a clear, concise, organized, and convincing manner for the intended audience. Program Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing programs and resources, including monitoring and inspecting costs, work, and contractor performance. As a Program Analyst (Drug and Alcohol), you will: Brief, advise, and consult the Senior Drug & Alcohol Program Analyst of emerging and controversial issues requiring Division Chief and Director awareness. Assist in the development, implementation, and management of FTA safety programs, primarily in the area of specific substance abuse programs and projects to address substance abuse trends. Assist in overseeing the drug and alcohol testing programs implemented by transit systems and their contractors. Provide oversight of the drug and alcohol compliance audits and post actions and participate in periodic review and assessment of Safety and Security Programs administered by FTA. Assist in the research, recommendation development and implementation of Transit Safety and/-or Security programs for Bus and Rail modes of transportation.
