Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management (OFAM), Washington D.C. Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Overseeing a large, complex, and diverse multi-million dollar facilities and infrastructure management portfolios that resulted in timely and effective planning, delivery, operation and sustainment. Leading negotiations with high level officials/executives, government agencies, or foreign governments (for example Canadian or Mexican governments) Providing leadership and directing sub-organizations in complex engineering/construction facilities projects, architecture studies and projects, and building operations. Participating in Congressional engagements, hearings, dealings with Office of Management and Budget (OMB), White House, Congressional engagement and advocacy efforts, or other high visibility dealings. This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management (OFAM), Operational Support Facilities (OSF). The Operational Support Facilities (OSF) Division is responsible for overseeing the planning, construction, maintenance, repairs, operations, and sustainment of OFAM's facilities pertaining to the Office of Air and Marine, the United States Border Patrol, and the Office of Field Operations to enable the CBP and DHS missions of protecting America and its citizens while facilitating legitimate trade and travel. The scope and scale of CBP construction projects include $5B for Land Port of Entry modernization, $5B for One Big Beautiful Bill Act construction, and $322M for Joint Processing Center Construction. This position starts at a salary of $167,603.00 (GS-15, Step 1) to $195,200.00 (GS-15, Step 10) with promotion potential to $195,200 (GS-15 Step 10). This position is responsible for managing and directing all operations related to facilities related to programs, policies, and new and continuing initiatives of a major CBP Program Office with operational functions. Typical duties include: Directing the development of nationwide operational facilities support policy and program initiatives and managing or directing major components of program/projects. Overseeing facilities and infrastructure management to ensure timely and effective planning, delivery, operation and sustainment of the mission support facilities and infrastructure portfolio. Directing Procurement, Construction, and Improvements (PCI) projects of major scope and scale. Ensuring Real Property portfolio supports a strategic mix of facility projects and providing budgetary oversight to enable effective stewardship of funds for construction, leasing, and renovation projects. Exercising significant authority in dealing with officials in advising management officials of higher rank on operational issues in order to plan, assign, review work and assure all requirements are met.
