You will serve as a TECHNICIAN in the CVN INTEGRATION BRANCH (N65), AVAILABILITY INTEGRATION DIVISION (N60), MODERNIZATION & INSTALLATION DEPARTMENT (N00) of NAVAL SURFACE WARFARE CENTER, located in San Diego, CA. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Your resume must demonstrate at least one year of qualifying experience equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent) or grade level in the federal service or equivalent experience in the private or public sector. Examples of qualifying experience: Applying principles, methods, and tools for developing, scheduling, coordinating, monitoring, evaluating and managing engineering projects and resources, including technical performance. Planning and directing the installation of complex systems and associated facilities, particularly where there are site selection and construction problems, dealings with contractors and public utilities, and the possible need to modify equipment for naval site characteristics. Applying knowledge of ship, aircraft, or equipment maintenance to plan, schedule, control, and perform modernization or maintenance in a manner that will keep the ship, aircraft, equipment, device, or system in working order or prevent trouble from arising to ensure maximum operational readiness. You will serve as the Command, Control, Communications, Computers, Combat Systems, and Intelligence (C5I) Maintenance Program Manager team lead for Aircraft Carriers in NSWC PHD, supporting Commander, Naval Air Forces, Pacific (CNAP).
You will review Aircraft Carrier (CVN) C5ISR alterations and ensure proper support is provided.
You will report to the Combat Systems Officer via the Deputy CSO for C5ISR systems and ancillary equipment to plan, manage and accomplish complex CVN ship-related projects.

You will represent the project, NSWC PHD, TYCOM, NAVSEA, and Program Executive Office in reaching engineering compromises and agreements with engineers, technical specialists, and program analysis of other organizations and contractors.
You will perform reviews and evaluate duties of TYHCOM for C5ISR programs, policy, plans and configuration management.
You will conduct analysis and provide risk-based options and recommendations for issues affecting C5ISR systems top senior leadership.
You will advise and monitor the C5I maintenance organization in execution of their duties in installations and upgrades; maintenance best practices; Readiness Assessment, and other Inspections, Certifications, and Visit events as applicable.
You will support performance of Electromagnetic Compatibility and Interference monitoring and resolution.
You will monitor Test Measurement and Diagnostic Equipment inventory and calibration readiness.
You will participate in programmatic meetings for C5I, and promulgate CNAP policy for commonality of C5I maintenance and assessment processes across the carrier force.
You will provide standard naval messages, briefs, reports, databases, and spreadsheets on C5I issues and topics to internal and external stakeholders.
You will provide C5I input to new construction carrier design, planning and policy through CNAP Requirements.
You will provide financial and personnel management oversight of the CNAP N43 C5I Maintenance Organization.
You will support for Troubled Systems Process, Combat Systems Ship Qualification Trials, and other events and programs relating to C5I equipment or configuration management, installation, assessments, maintenance, training and equipment repair.
