Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Program Management Operations Directorate located in Washington, D.C. Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing status reports/briefings to senior acquisition officials utilizing prepared presentations and written arguments for key decision points; Directing comprehensive studies and analysis of complex functions and processes related to acquisition planning; Establishing guidelines and performance expectations for personnel assigned to the acquisition program, branch, or division; Preparing reports that identify cost, schedule, and performance expectations and issues in order to brief senior acquisition officials. In this position, you will become a key member of a team that oversees the planning and execution of an acquisition program; portfolio of acquisition programs; or provides staff support to senior acquisition officials on various aspects of acquisition program management, which supports the entire acquisition workforce. Your knowledge, skill, and direction will directly facilitate the agency's performance of its primary mission of providing CBP and other DHS services and agencies worldwide customer and logistics assistance support. This position starts at a salary of $142,488.00 (GS-14, Step 1) to $185,234.00 (GS-14, Step 10). As a Program Manager, you will be responsible for overseeing and supervising a branch of acquisition staff. You will find and implement ways to eliminate or reduce significant bottlenecks and barriers to improve business practices. Typical duties will include: Managing the triple constraints of cost, schedule and performance; long range planning for acquisition programs; acquisition program budget and financial management; program execution; and monitoring contractor performance. Reviewing program progress, measuring performance, and taking necessary corrective actions to maintain agreed upon schedule and cost. Planning, developing, and establishing the acquisition strategy for the assigned program and providing input to U.S. Border Patrol senior acquisition management personnel regarding the budget and status related to program. Developing, revising, and implementing government decisions, guidance, laws, regulations, and policy in support of CBP. Integrating various federal agency requirements to execute program requirements so expectations are coordinated with all agencies and organizations, including various functional elements within CBP, establishing responsibilities and setting expectations.
