Job Description:

This position is located within the Navy Region Mid-Atlantic Morale, Welfare and Recreation Program. This purpose of this position is to provide management and administration for a diverse cultural, educational, and recreational program at Naval Station Great Lakes. The library branch operates in support of the Library Program that also includes a Main Library.

A qualified candidate possess the following: Knowledge gained through relevant education and training (i.e. Bachelors' Degree in Library Science, Recreation, Education, English Literature, Linguistics, Marketing, Business or closely related field) and/ or equivalent library related work experience. 2 years of work experience in a public or academic library is required. Combination of experience related to customer service, library, and/or activity based functions. Ability to work independently, make sound decisions, and have the ability to effectively communicate both orally and in writing. Knowledge of library programs including STEM and STEAM programs. Knowledge of the goals, principles, techniques and methods of procedure used in organizing, planning and conducting library related activities. Knowledge of the entire scope of activities and their suitability in the Library Program for individuals and groups of varying demographics, ages and interests. Ability to create, negotiate, implement and sustain partnership-s via various MWR agreements. Ability to maintain a clear and accurate database. Ability to represent the library program by speaking in front of both large and small groups. Knowledge of the American Library Association ethical principles. Program planning and leadership skills to devise and implement a library program that will stimulate and sustain the interests of participants. Knowledge of computers and technology devices and their purpose in a library program. Knowledge of library technical services that include cataloging library materials. Ability to utilize a variety of technological resources and devices such as computers, databases, SMART phones, library and Microsoft software, and search engines. Ability to obtain and maintain a valid state driver's license. License must be obtained within 90 days of being placed in the position. Ability to pass a NACI background check as children are a large part of the library patron population. Ability to communicate both orally and in writing.
Supervision 25% Performs supervisory duties which include mentoring, assigning work, defining priorities, selecting and recommending applicants for hire. Recommends pay adjustments/awards, recommends and executes training. Supervises federal civil service employees at the levels up to and including NF-03/ GS-5/6/7/8 whether full time, part time, intermittent, or temporary; assigned military employees, non-Federal workers; unpaid volunteers; student trainees, or others.. Leads and instructs subordinate staff in administering traditional and non-traditional library programs that support diverse cultural, educational, and recreational community activities. Leads the day-to-day operations of a library branch to which assigned; assists with staffing, training, program planning and scheduling. Program Management 50% Responsible for planning, coordinating, publicizing, marketing, and executing library programs at the branch level that include the Annual Summer Reading Program, story times, and other library events and activities for patrons of all ages and diverse backgrounds. Monitors and reviews library circulations at the branch level and all library system technical services operations and makes recommendations on procedural improvements to the library director.. Utilizes on-line databases and computer systems to facilitate circulations, technical services and reference duties. Provides general reference and reader advisory service to patrons and refers advanced reference and bibliography requests to the library director. Performs accurate descriptive cataloging by modifying existing records to match items on hand. Assists the supervisor with library collection development projects to include of weeding library materials, selecting library materials for collection implementation, and leading a collection development team at the branch library. Develops contacts and creates professional proposals, execution of agreements and follow ups. Develops library programs, services, publicity and marketing materials for review and approval. Partners with other MWR programs and personnel to promote library activities and provide programming assistance to MWR programs. Serves as the liaison for MWR related activities and other tenant commands on base, on an as needed basis. Seeks ways to promote and market library services through outreach opportunities on base which include but are not limited to CDCs, base leadership meetings, staff indoctrinations and other large group functions or gatherings (Promoting events and programs are done by speaking to large groups and using administrative resources to create and provide input for various print and digital marketing campaigns.) Administration 25% Provides administrative duties and support through after-action reports, data collection and database administration. All administrative duties are completed through a variety of sources including computer software which tracks patron's usage and responses (includes providing information for metrics and patron counts). Solicits input from all library staff regarding internal short/long range goals, business plan objectives, and program standards to solidify a team environment and maintain a broad view of circulation, technical, and programming services provided. Monitors the library branch program to ensure that standards are met or exceeded and makes recommendations to the supervisor regarding any program improvements. Routinely evaluates and reviews the ongoing programs and provides the supervisor with guidance that may develop, adapt, modify, expand, or otherwise change the program activity to better meet and enhance the expected effectiveness of the library program. Assists the supervisor with writing and implementing standard operation procedures and annual strategic plan. Performs regular analysis of projected projects and programs; considering operating budget, staffing requirements, plans, trends, command mission and changing population. Uses metrics and financial data to make recommendations for any modifications to the library program. Ensures library branch facility and activities meet establish fire, safety, security, and sanitation guidelines. Takes timely action to correct deficiencies through coordination with appropriate entities. Acts as building monitor for a facility; i.e., maintenance and improvements, purchases of furniture and equipment, and allocation of space within a facility for various library functions. Accurately purchases and/or procures items per DOD/DON policies, procedures, and guidelines. Ensures inventory control on all property pertinent to the operation of the program and facility. Promotes customer services awareness and demonstrate excellent customer service to all professional and patron contacts. Performs other duties as assigned.
