The incumbent works for the Central Virginia VA Health Care System, Health Care Center (FxHCC), in Fredericksburg, Virginia, as a direct report to the Social Work Service, matrixed to the Mental Health Service, and is assigned to Primary Care Mental Health Integration (PCMHI).

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation requirements. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker, GS-12 Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services. (d) Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities. As the PCMHI Program Coordinator and Supervisor, the incumbent is responsible for the clinical and administrative management of the Primary Care Mental Health Integration (PCMHI) program at the FxHCC. The incumbent is responsible for the oversight of the practice of a multi-disciplinary team of clinical and administrative support personnel, exhibiting strong managerial and leadership skills to promote collaborative team-based care and effective interdisciplinary communication. In alignment with the Knowledge, Skills, and Abilities (KSAs) for a GS-12 social work coordinator and supervisor the following are to serve as an outline of assigned duties for this position. All KSA identified for lower social work grades remain in effect for this position. The changing priorities of the VHA may require adjustment in assigned duties, though they will remain within the KSA for this position consistent with social work licensure, and credentialing and privileging where appropriate. a. Knowledge of program coordination and administration, which includes consultation, negotiation, and monitoring. b. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. c. Ability to supervise multidisciplinary staff assigned to the program. d. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). e. Ability to provide training, orientation, and guidance within clinical practice. f. Skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management. g. Ability to incorporate complex multiple causation in differential diagnosis and treatment within approved clinical privileges or scope of practice. h. Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes. i. Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills. j. Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area. k. Social Work Coordinators are capable of meeting all KSAs for GS-11 social work qualification standards.
