This position is part of the Loan Programs Office, Department of Energy. As a Administrative Officer, you will be providing general and specialized management support to the MOD Director and across the Loan Program Office Divisions.
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Leading and managing comprehensive administrative operations, including human capital programs (e.g., training, staffing, performance management), financial resource management (e.g., budget oversight, fiscal execution), and facilities management for an organization of 100+ employees; AND Developing, implementing, and evaluating administrative policies, procedures, and systems that significantly improve organizational efficiency and support strategic objectives, to include advising senior leadership on administrative and human capital matters; AND Coaching and developing a team of administrative professionals, ensuring high-quality work outputs, managing performance, resolving issues, and fostering their professional growth. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. As a Administrative Officer, you will: Manages the full spectrum of human capital activities, including training and development programs, workforce planning, and organizational restructuring, ensuring compliance with federal regulations and departmental policies. Directs and coordinates comprehensive administrative support functions, including travel, facilities management, and information technology services, to optimize operational efficiency for the Loan Programs Office. Leads and manages a team of management analysts and program specialists, overseeing their work, professional development, and performance to achieve organizational objectives. Identifies operational needs, recommends resource priorities, and makes strategic proposals to align administrative functions with the Agency's long-range plans and mission goals. Develops, implements, and evaluates management policies, programs, and procedures, integrating various disciplines to ensure seamless and efficient support for LPO organizations. Provides expert advice and consultation to senior leadership and staff on significant administrative and human capital issues, influencing policy decisions and ensuring effective implementation of management services.
