To qualify for an INTERDISCIPLINARY (OPERATIONS RESEARCH ANALYST) , your resume and supporting documentation must support: A. Basic Education Requirement: A Bachelor's Degree or higher in operations research; OR at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college level mathematics or statistics is a prerequisite. And 2. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the NH-03 level, applicants must possess one year of specialized experience equivalent to the GS-11/ NH-02 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Applying analytical, mathematical, or statistical theories, principles, concepts, methods, and technique related to statistical analysis; computer modeling; decision theory; mathematical programming; regression analysis; and economic analysis. Developing scientific or mathematical models and techniques. Collecting and evaluating data to correct deficiencies or improve the performance of systems, processes, or operations.
Responsible for surveillance of the contractors EVMS system(s) and insures that Program Support Teams (PST) possess the necessary tools, training, and EVM...
understanding to provide valuable, forward-looking EVMS analysis to Program Management Offices, including predictive analysis capabilities.
Evaluates contractor EVMS changes to ensure compliance with EVM guidelines, and recommends approval or disapproval to the Defense Corporate Executive (DCE) and/or Corporate Acquisition Contracting Officer (CACO),
....local Defense Acquisition Contracting Office (DACO), and/or ACO.
Assesses the cost, schedule, and performance risk assessments associated with the key EVM System processes and documents risk assessments (i.e., RAMP).
Works with the contractor and Program Management Office (PMO) to establish and execute Surveillance Plans and also conducts independent validation reviews.
Develops and utilizes DCMA tools such as CPR quality rating system tool to objectively evaluate the quality of the contractors' performance report to CDRL requirement.
