Job Description:
This position is located at Departmental Offices, Treasury Common Services Center, Office of the Deputy Administrator for Technology Services IT Business Operations - Budget and Acquisition Team. As a Supervisory Program Manager, you will be responsible for alignment of strategic goals with the daily operation of the portfolio's financial, acquisition, and customer management processes.
You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: - Developing cost estimates and budgets for IT projects or IT programs; AND - Justifying budget items to customers or the budget office; AND - Reviewing business requirements from customers and establishing objective measures of success and facilitating contract awards; AND - Coordinating and managing federal and contractor project tasks, such as developing cost/benefit analysis, project schedules, controlling deliverables or quality assurance process; AND - Leading teams in the analyzing of workflow processes and identification of gaps/business process re-engineering. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
As a Supervisory Program Manager, you will: Serve as a business leader, providing strategic guidance in order to ensure that government contractor and federal customer business relationships are mutually beneficial. Acts as a liaison between TCSC technical and product leaders and the Shared Services Divisions, directing the development and coordination of interagency agreements and customer contractual relationships. Build and manage relationships across organizations while simultaneously understanding and effectively operating within the TCSC environment. Direct the work of analysts in the development, implementation and oversight of project, product and organizational level cost estimates and budgets. Direct the work of analysts in business case development, identifying, defining and documenting requirements, conducting alternatives analysis, and analyzing results to develop recommendations for management review.
