This vacancy is for a Spectrum Policy Specialist in the National Telecommunications and Information Administration within the Department of Commerce.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 (or equivalent pay band) level in the Federal service. Specialized experience is defined as: Researching and interpreting spectrum management and telecommunications policies and rules; Preparing analyses and other written reports to address and/or resolve questions or problems on spectrum policies and regulatory rules; and Providing guidance and recommendations on spectrum- related telecommunications policies and associated regulatory and legislative processes.
As a Spectrum Policy Specialist, you will perform the following duties: Analyzing issues related to spectrum management and developing and formulating policy recommendations, technical proposals, planning documents, and position papers. Researching, manipulating, and analyzing a variety of spectrum-related files through both automated and manual methods. Perform assignments concerning important spectrum-related policy analysis involving complex and wide-ranging telecommunications regulatory matters, applying analytical techniques for policy evaluations, and working on special projects regarding major regulatory and legal issues affecting national, spectrum-related telecommunications policies. Participate in internal and interagency projects, drafting NTIA 's policy positions on key programs, and preparing presentations to officials of the Federal Communications Commission (FCC) and other Federal agencies, members of Congress (and their staffs), the public, and at domestic multi-stakeholder meetings, hearings and conferences. Develop, write, communicate, and present positions to reach a consensus, and participate in a variety of fora, committees, hearings or conferences.
