Job Description:

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Who May Apply: US Citizens In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes performing 2 out of the 3 following duties: 1) Preparation and review of Independent Government Cost Estimates (IGE)/Independent Cost Estimates (ICE) for major features of civil works, military, and/or mobilization construction projects; AND 2) Performed field inspections at the site of proposed work to study to develop first-hand knowledge of local problems which might influence the construction cost; 3) Prepared technical products such as, scopes of work, requests for proposals, schedules, cost estimates, and reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Note: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. In addition to meeting the specialized experience requirement above, to qualify for this position you must also meet the basic education requirement listed below:
Serve as Districts' authority in all matters pertaining to Cost Engineering and the Technical Management function for the District's Medical Programs.
Preparation and/or review of Independent Government Cost Estimates (IGE) for major features of civil works, military, and mobilization construction projects.
Plan and coordinate the work assigned to Design Branch through section chiefs, technical managers and project engineers and architects.
Monitor the design/study milestone schedules to ensure timely completion of projects.
Plan and assign work to subordinates determining work schedules and priorities.
