To qualify for a Program Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Implements strategic planning, programming, budgeting, acquisition, and execution of program requirements requested by the acquisition domain, and end-user customers within the Department of Defense (DoD) and the Federal Government. Performs all life-cycle aspects of program management from design, development, systems engineering, integration, testing, configuration management, implementation, risk management, quality assurance, and operational fielding Formulates and guides research strategies and devises creative solutions to critical problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Performs all phases of planning, analysis, formulation, justification, presentation, execution, and review of the multiyear budget and program for the development, procurement, and modification of the assigned project.
Leads an interdisciplinary team of government and contractor personnel, to include Information Technology specialists, network, and software engineers.
Develops and executes system functionality and strategies to most effectively meet the goals and vision of the DLA, DoD and Federal senior level management.
Provides advice and coordination to the DoD and federal managers of related eBusiness applications that utilize specified project to ensure proper system design, interfaces and compatibility in meeting current and future functional requirements.
Serves as the DLA liaison, and/or otherwise participates in meetings, conferences, and joint requirements boards with members from DoD components, the DLA senior managers, and as required, the Federal Government on matters related project.
Attends government and industry meetings, seminars and conferences to evaluate new concepts and developments in his/her functional area.
