Job Description:

This position is located in the Human Resources Division, Office of the Executive Director, Bureau of Consular Affairs. The position serves as a Supervisory Human Resources Specialist and the for the Bureau of Consular Affairs.
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience performing the operational work of and/or providing oversight for HR programs in the areas of Classification, Recruitment and Staffing, Employee Relations, Performance, and Awards; Experience managing and exercising program oversight of multiple projects and program initiatives which included program monitoring and reporting; Experience researching and evaluating complex HR programs and providing recommendations for new or substantially modified approaches to execute policies and program functions; Experience developing written materials (issues assessments, program assessments, audit responses, etc.) regarding human resources policies, processes and programs for senior and executive level managers; and Experience providing expert advisory services to high level officials both internal and external to the Department. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
Provides expert management advisory services to CA senior leadership, program managers, supervisors and employees, both Civil Service and Foreign Service, on a wide range of HR matters.
Supervises a staff of HR Specialists who provide ongoing advice and assistance on a wide variety of recruitment staffing, classification, compensation and benefits issues.
Plans work to be accomplished by subordinate employees; setting and adjusting priorities; and preparing schedules for completion of work.
Participates in Department committees and working groups that address broad scope HR issues and recommends changes and improvements in Department HR programs.
Serves as acting Division Chief on a rotating basis as required.
